Stephen Miller , DJT's unelected Chief of Staff, said that "Under Title 10 of the US Code, the president has plenary authority" - Plenary authority means absolute, unlimited, and unchecked power. Plenary authority means the power of a king. Title 10 of the US Code is about appointing secretaries and submitting a budget to Congress. The constitution gives the president only one unchecked power: the power of the pardon. The president is to be checked and balanced by the other 2 branches of government. That those two branches don’t feel like doing that right now doesn't give him absolute power.
