Starting in 1942 and continuing until 1964 the US establish the Bracero Migrant Worker Program. This program offered guest-worker employment to 4.6 million braceros workers in 24 states. We know the carrot always works better than the stick. So rather than ICE agents on our streets, building more ugly walls and more barbed wire 20 foot fences and patrolling them with armed guards, why not set up a string of labor recruitment and coordination centers along the border to attract and recruit the much needed migrant labor. This could be supported by our more than 2300 job centers.
