STONE HARBOR – In a borough that loses people from its employee leadership ranks with little or no public comment, Stone Harbor has now seen the resignation of Clerk Emily Dillon, with the only hint that it was imminent being a line in a slide in Chief Financial Officer Cynthia Lindsay’s 2025 budget presentation.
Dillon assumed the role of municipal clerk on Sept. 11, 2023. She previously served as tax clerk, deputy municipal clerk and interim municipal clerk in Cape May.
Just days before Dillon’s arrival, former clerk Kimberly Stevenson filed a tort claim against the borough for $800,000, alleging sexual harassment and a hostile work environment. That action has since turned into litigation in Superior Court aimed at the borough and its then-administrator, Manny Parada, who was dismissed by the Borough Council in December 2024.
