REGULAR MEETING
MAY 16, 2017
10:00 A.M.
A regular meeting of the North Wildwood City Council was held in the morning of the above date in the City Hall.   The President of Council stated, “The meeting is now open.   Adequate notice of this meeting has been provided by posting a copy of the revised notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 4, 2017.”
 
ROLL CALL: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Margaret Bishop, Kellyann Tolomeo (arrived 10:11 AM), James Kane, and David Del Conte.  Councilmen Edwin Koehler and Joseph Rullo were not present.  Also present were City Administrator Kevin Yecco, Solicitor William Kaufmann and Engineer Ralph Petrella.
MINUTES:   On a motion by Del Conte, seconded by Bishop, that the minutes of the regular meeting of May 2, 2017 be approved as read.  Carried.
COMMUNICATIONS:

APPOINTMENTS:
Mayor Rosenello nominated Amanda Resiser to fill an open position in the North Wildwood Police Department.  Amanda was born and raised in Pine Hill and moved to Cape May County in 2011. She has attended Camden and Atlantic County Colleges, majoring in Exercise Science and Criminal Justice.  She has two children: William, 16 and Sean, 13. She has worked as a Class 2 Officer in Cape May City, as an Undercover Officer for the Cape May County Prosecutor, and is currently a Police Officer at Stockton University.  She is coming to North Wildwood through an inter-governmental transfer.  Amanda has been trained in Hostage Negotiation, Sex Crimes, Advanced Detective, and attended Cape May County Police Academy and NJ State Division of Criminal Justice Academy.  Amanda will be sworn in on May 22, 2017.

ORDINANCES:     
ORDINANCE NO. 1715 – On a motion by Bishop, seconded by Del Conte, that Ordinance No. 1715 be placed on its second reading.  Carried.
The City Clerk read Ordinance No. 1715 by its title, as required by Law, known as “Amending Ordinance 1444, As Amended By Ordinance 1463, Concerning Dumpsters, As Codified In Chapter 217 Of The Code Of The City Of North Wildwood”.   
This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.  
The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1715 and asked if anyone present had any objections to the passage of this Ordinance.  Hearing none, he then asked the City Clerk if he had received any objections in writing, the City Clerk stated none, the President of Council declared the hearing closed.
On a motion by Del Conte, seconded by Kane, that Ordinance No. 1715 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1715 duly adopted.
ORDINANCE NO. 1717 – On a motion by Bishop, seconded by Del Conte, that Ordinance No. 1717 be placed on its first reading.  Carried.
The City Clerk read Ordinance No. 1717 by its title, known as “An Ordinance Supplementing Ordinance 993 As Codified In Chapter 282 Of The Code Of The City Of North Wildwood Regarding Littering“.   
On a motion by Kane, seconded by Bishop, that Ordinance No. 1717 be passed on its first reading and published according to Law, the City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1717 passed on its first reading.
COUNCILWOMAN TOLOMEO arrived at 10:11 AM.

 
ORDINANCE NO. 1718 – On a motion by Del Conte, seconded by Bishop, that Ordinance No. 1718 be placed on its first reading.  Carried.
The City Clerk read Ordinance No. 1718 by its title, known as “An Ordinance Supplementing Ordinance 1668 As Codified In Chapter 370 Of The Code Of The City Of North Wildwood Regarding The Designation Of Various Outdoor No-Smoking Areas On Public Property“.   
On a motion by Bishop, seconded by Del Conte, that Ordinance No. 1718 be passed on its first reading and published according to Law, the City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1718 passed on its first reading.

COUNCIL:

 

COUNCILWOMAN TOLOMEO apologized for her late arrival.

 

CITY CLERK JETT reminded Council members of the Bridges of Faith Ceremony at the Lighthouse on May 21 at 1:00 PM.  Anglesea Day activities will be held on Friday, June 2 with a presentation in Council Chambers at 10:00 AM on the Mayors of Anglesea from 1885 to 1906.  Three new Historical Markers will then be unveiled at their sites, weather permitting.  Today is the 111th Anniversary of the change of the municipality’s name from Anglesea to North Wildwood. 

 

MAYOR ROSENELLO stated that numerous projects are winding down.  The beach sand transfer from Wildwood has been completed.  The east side street projects are mostly done, with some remaining digging to occur on Surf and Ocean Avenues.  The 16th Ave. street end is finished and the playground and new Boardwalk access will be completed soon.  The Virginia Avenue bulkhead on Ottens Canal will be done this summer.  Paving on W. 17th Avenue will begin shortly.

PUBLIC:
 
SUZANNE BOOKER, 329 W. 20th Avenue, stated that Allen Park is nice for the children, but an area for dogs is needed.  The fenced-in area would be good for dogs but there are signs that prohibit dogs there.  Is there any way to compromise, perhaps with dogs and children using the area at different times?  Other people in the neighborhood want a dog area there also.  It would be nice to have a dog area there.  The dog park on the beach is too far to walk.
MAYOR ROSENELLO stated that there will be no dog area in Allen Park.
SUZANNE BOOKER stated that a dog area could be in the fenced-in area, not in the playground.
MAYOR ROSENELLO stated that there is very little space in the City for another dog park.  The dog park on the beach is very busy and the City will not be establishing another dog park.
SUZANNE BOOKER stated the beach is too far and the parking meters cost too much.

On a motion by Tolomeo, seconded by Del Conte, that there being no further business before Council, we do now adjourn.  Carried.  10:29 AM
