PETERSBURG – Upper Township Committee approved an ordinance Dec. 17 to amend its zoning code as part of a master plan re-examination related to “fair share” housing obligations that resulted from recent judicial decisions. Township Solicitor Daniel Young explained, “Some of this zoning was recommended 10 years ago, and we have made a supplemental review and technical changes as a result of recent relevant court decisions.”
During public comment, Blanche Adams, representing the Upper Township Business Association, asked if multi-family units for senior citizens would be constructed on township land and if that would increase tax revenues.
Young responded that any fair share housing measures the township takes is not meant to result in tax implications nor is it a mechanism to raise tax revenues, but rather it is a way for Upper to meet its Council on Affordable Housing (COAH) obligations.
Mayor Richard Palombo further explained that a preliminary possible plan is to create senior citizen units, which would have the same COAH compliance effect as building units for low-income individuals.
A suggested site was on township land across from the county Senior Center on Stagecoach Road, and could take the form of a type of public-private share agreement similar to one that is in operation for Wesley Manor in Ocean City.
