Salvatores Honored by Freeholders; Recognized by NJ Hall of Fame

Joseph and Anne Salvatore accept a resolution from freeholders Dec. 10 for being the recipients of the 2019 New Jersey Hall of Fame’s Unsung Heroes Award.

CREST HAVEN – Joseph and Anne Salvatore were honored by freeholders Dec. 10 for being the recipients of the 2019 New Jersey Hall of Fame’s Unsung Heroes Award.
The Salvatores “are renowned for achieving extraordinary results in preserving New Jersey’s historic and architectural heritage,” according to the resolution passed by freeholders.
They founded Historic Cold Spring Village in 1973, and since then, have assembled a collection of 18th and 19th century houses and historic buildings on the 35-acre property.
The buildings were preserved and restored, “and now form the core of a museum where the crafts and lifestyles of the early to mid-1800s are brought to life.”
The resolution added that “the village and its 26 historic buildings attract over 35,000 visitors each year.”
The Salvatores have also received honors from the governor’s office, New Jersey Association of Museums, South Jersey Cultural Alliance, New Jersey Historical Commission, and the American Association of State and Local History.
In personnel actions:                                       
* Reappointed Conrad Johnson, Jr., of Wildwood, as county fire marshal for three years, from Jan. 15, 2020 to Jan. 14, 2023.
* Appointed Brittany Smith as county chief financial officer, starting Nov. 14, 2019.
* Appointed Donna Doyle as deputy clerk of the board, effective Dec. 6, 2019.
* Appointed Victoria Craig as chief investigator in the Human Services Department, effective Dec. 6, 2019. Also appointed were Echo Felder, Rebecca Frederick, Catherine Hewitt, and Kathleen Miley as human services specialist 3 in the Human Services Department, effective Dec. 6, 2019.
* Appointed Robert Church as county engineer for five years, from Sept. 1, 2019 to Aug. 31, 2024.
* Appointed Richard Hinker as electronic systems technician 2 in the Bridge Department, effective Dec. 6, 2019.
* Agreed to settle with Catherine Kalipetis-Stone, a county employee, who filed two workers’ compensation claim petitions for “injuries allegedly attributed to her employment with the county.” The amount of settlement ($55,000 and $5,000, respectively) was agreed upon and approved Nov. 20 by Judge of Workers’ Compensation Court Audrey Kernan.
* Agreed to settle with Lisa DeNoto, a county employee. She filed a workers’ compensation claim petition for “injuries allegedly attributed to her employment with the county,” per the resolution. The amount of settlement ($14,210) was agreed upon and approved Nov. 14 by Judge of Workers’ Compensation Court James Robertson.
In other action, the board:  
* Set the annual reorganization meeting for Jan. 3 at 5 p.m. in the Freeholder Meeting Room of the County Administration Building, 4 Moore Rd., Court House.
* Contracted with UGI Energy Services to purchase natural gas. Two bids were received by Camden County (the lead agency), according to Allison Hansen, of the Purchasing Department. She projected a 20% savings.
* Awarded a $27,000 contract to New Hope Integrated Behavioral Health Care and a $20,000 contract to Maryville, Inc. for the provision of withdrawal management services for county residents, commencing Jan. 1, 2020, for a term of one year, with three one-year options. Hansen said that both have a proposed rate of $275 per day, lower than the state rate of $428 per day.
* Awarded a $3,889 contract to New Hope Integrated Behavioral Health Care and a $3,889 contract to Maryville, Inc. for the provision of short-term inpatient residential drug/alcohol treatment for county residents, commencing Jan. 1, 2020, for a term of one year, with three one-year options. Both have a rate of $225 per day, according to Hansen.
* Awarded a $15,300 contract to New Hope Integrated Behavioral Health Care and a $7,650 contract to Daytop Village of New Jersey, Inc. for the provision of drug/alcohol halfway house treatment for county residents, commencing Jan. 1, 2020, for a term of one year, with three one-year options. Hansen noted that it’s a cost of $85 per day.
* Awarded a $21,350 contract to Cape Assist for the provision of student life skills for county residents, commencing Jan. 1, 2020, for a term of one year, with three one-year options. The funding is used to provide education prevention programs at the elementary-school level, said Hansen.
* Accepted a $12,000 grant from the state Division of Mental Health and Addiction Services, with $4,000 in matching funds from the county, to support mental health issues, between Jan. 1, 2020 and Dec. 31, 2020.
* Accepted $39,825 from the state Department of Children and Families for the County Interagency Coordination Council grant, between Jan. 1, 2019 and Dec. 31, 2019.
*Accepted a $4,109 grant from the state Division of Criminal Justice for the Body Armor Replacement Program for the Prosecutor’s Office, between Sept. 1, 2019 and Aug. 31, 2020.   
* Accepted an $11,747 grant from the state Division of Criminal Justice for the Body Armor Replacement Program for the Sheriff’s Office, between Sept. 1, 2019 and Aug. 31, 2020. 
* Accepted a $33,000 grant from the state Division of Highway Traffic Safety for the county Underage Alcohol Enforcement Project, between Oct. 1, 2019 and Sept. 30, 2020.
* Awarded a $29,350 contract to Taylor, Wiseman and Taylor, of Mount Laurel, for land surveying consulting services. The contract is for a farmland preservation survey.
* Approved a shared services agreement between the county and Delaware River Bay Authority for demolition of buildings, wayfinding/signage project and marketing program at the Cape May County Airport.
* Approved a shared services agreement between the county and the county Bridge Commission.
* Authorized change order No. 2 in the amount of $368,867 to the contract with JPC Group, Inc., of Blackwood, for Avalon Boulevard (CR 601) Bridge over Ingram’s Thorofare underwater substructure repairs.
* Designated no right turn on red at the intersection of Railroad Avenue (southbound) and Route 47 (southbound) in Rio Grande.
