CAPE MAY- Going shopping, to work or out to lunch? Don’t leave your dog tied up outside in Cape May.
City Council passed an ordinance at its Nov. 20 meeting to prevent residents from tying dogs outside on short tethers or chains for an extended period of time. The ordinance specifies dogs may be tethered outside only when the pet’s owner or a responsible party is at home at the residence.
The ordinance was suggested by Councilwoman Deanna Fiocca following a Sept. 12 incident on Washington Street. A 12 week-old German Shepherd tied to a tree was killed by pit bull passing by with its owner.
According to Fiocca, the puppy was tied outside in a yard and became tangled. A passerby walking their dog saw the situation and tried to assist the tangled dog and their pit bull attacked the puppy.
The ordinance has six parts:
*The size of the tether or chain must be a minimum of 15 linear feet and “shall be tangle free.” The dog must be confined to the owner’s property. The dog must wear a properly-fitted harness or buckle type collar with the chain made of lightweight yet durable material.
* A doghouse must be accessible to any dog chained or tethered.
* Dogs that have not been spayed or neutered are not permitted to be chained or tethered and must be in a completely enclosed yard or housed indoors.
*No dogs may be chained or tethered after dark or before sunrise.
* No dog may be tethered or chained for more than four consecutive hours.
* No dogs may be chained or tethered unless the owner or a person responsible for the dog is at the property.
