Jail Project Adds $500,000; Work Extended 159 Days

CREST HAVEN – Freeholders approved a $500,000 change order and 159-day extension to complete the Cape May County Correctional Center at the May 22 meeting. 
For those keeping track, the latest is the eighth change order to Hall Construction Co., Inc. for the facility that was to be completed Aug. 1. That has been shifted to January, according to AnnMarie McMahon, director of Facilities and Services.
She said that “transitioning” at the jail is to begin Aug. 15.
The reason for the change order, as stated in the resolution, “provides for additional costs for extended general conditions…due to multiple design revisions/clarifications, code upgrades, and owner-requested additions.”
McMahon told the board she had negotiated the daily increase to $3,144 from an original $4,980. Thus, through her efforts, the cost dropped from an original $627,000 to $500,000, she said.
She said that each line item change was documented in a two-inch-thick binder she toted to the podium.
Some of those changes were “design omissions,” and “code changes” that were made after construction was begun, some were due to state Department of Correction rule changes.
The demolition of the present jail, as well as creation of a parking lot in its place for the new facility, is included in the total, she said.
McMahon added that all previous change orders did not include schedule changes or “general conditions” such as expenses incurred to operate the company including gas and tolls.
McMahon said that she approved changes to permit the project to continue and not be stalled for two weeks to await freeholders’ consent. There was no objection to that from the board.
