CREST HAVEN – Freeholders reappointed Martin Pagliughi to a second, three-year term as coordinator of the county Office of Emergency Management at the June 23 meeting. His term will expire July 8, 2018. Pagliughi. was appointed July 10, 2012.
When he was appointed in 2012, Pagliughi had recently retired from an environmental engineering firm after 31 years. Freeholder Director Gerald Thornton said Pagliughi could remain as Avalon’s mayor because that municipality holds non-partisan elections, and therefore could hold the county post.
While the board had no way of knowing at the time, what Thornton said of the OEM job being “a 24-hour-a-day job when weather conditions or other emergencies threaten” came true just over three months later when Hurricane Sandy barreled up the coast Oct. 29, 2012 bringing heavy damage to many homes and properties to the county’s ocean and bay.
Appointments
The board also appointed Patricia A. Ponichtera as a member of the County Library Commission. The Sea Isle City resident’s term will expire Dec. 31, 2018.
The board reappointed Lynda M. Fraizer of Clermont to the Mental Health, Alcohol and Drug Abuse Board for three years expiring June 30, 2018. Board members volunteer and serve without compensation.
Admirals’ Day
Admirals’ Day in Woodbine, June 29, was recognized. The borough “has the unique and distinguished relationship with the Coast Guard as the only U.S. Coast Guard Uniform Distribution Center providing all uniforms and accessories including service medals to all Coast Guard bases in the U.S. and on foreign soil,” the board’s resolution states.
Additionally, the borough is “native home” to retired Rear Admirals David E. Ciancaglini and Fred Golove as well as retired Capt. Paul Resnick and their families.
Open Space Projects
In connection with the county’s Open Space program, applications were accepted to purchase a 13,939-square-foot parcel located at 13, 17 and 18 Bay Avenue, West Wildwood and 20.28 acres at 885 Hand Ave., Court House. Two appraisals were approved for both.
Shared service agreements were approved including two in Stone Harbor for 82nd Street Recreation Complex upgrades, $645,525, and Chelsea Place Playground, $600,000.
The Historic Preservation Trust Fund Grant Program approved projects in Middle Township with Goshen Volunteer Fire Co. for the Old Goshen Schoolhouse, $200,000, and with Cape May Stage for exterior restoration of Cape Island Presbyterian Church, $35,000.
In other business the board:
Approved a $7,399 change order of Alliano Brothers General Contractors Inc. for extra work on the Wildwood Crest Branch Library.
Rejected all bids for county correctional center, since all exceeded the budget.
Authorized competitive contracting for professional engineering services at Cape May County Park for entrances and parking upgrades at the main park in Swainton.
Awarded Keefe Commissary Network LLC of Edison a five-year contract to provide inmate food at county correctional center from June 28, 2015.
