CAPE MAY – Cape May City Council appointed Police Detective Thomas Toland as Municipal Humane Law Enforcement Officer at its July 17 meeting.
The position is one being filled across the county’s municipalities as the state transitions to a new structure for enforcing animal cruelty laws. Under the new system, the county prosecutor’s offices have assumed responsibility for the enforcement of those laws, a role that had previously rested with the New Jersey Society for the Prevention of Cruelty to Animals.
Part of that transition is the requirement that each municipality appoints a Humane Law Enforcement Officer who is responsible for animal welfare within the jurisdiction and who will enforce animal cruelty laws.
