AVALON – Avalon Borough Council introduced an ordinance Feb. 26 that establishes regulations for commercial providers of free-ride services.
One such service, 7 Mile Free Ride, launched in 2017. The venture boasts an “eco-friendly free ride experience.” The service uses golf carts to provide free point-to-point transportation in Avalon and Stone Harbor. Revenue comes from advertisers.
The regulations will require that free-ride service providers obtain municipal consent to operate on the borough’s streets along with appropriate licensing of the business activity.
Proof of licensing of both owners and drivers of low-speed vehicles and mandatory insurance coverage will be required.
The chief of police will perform an investigation similar to that done for “autocab owners and drivers.” Medical certificates attesting to the fitness of all driver-operators will also be needed.
The regulations will come up for a public hearing and possible adoption March 11.
