AVALON – Avalon Borough Council passed a resolution Nov. 13, calling for a study commission to review and recommend changes to the state’s Open Public Records Act (OPRA).
The New Jersey League of Municipalities’ initiative takes the form of individual resolutions by municipal governing bodies calling for the commission. A template resolution, provided by the League, states that “as the current law approaches its 20th anniversary, it has outgrown its original intended use, and has become ripe for comprehensive review and reform.”
OPRA is the mechanism most often used to give members of the public access to government records. While the League’s suggested resolution says that OPRA has been “fraught with abuse and misuse,” it is also seen as an essential resource for improving transparency in government.
