ASSEMBLY DEMOCRATS PRESS RELEASE:
COURT HOUSE — Assemblymen Matt Milam and Nelson Albano announced Monday, Aug. 3 that they’ve introduced bills to protect bowling alleys and leagues throughout the state that hold raffle games.
“Bowling leagues hold raffles among themselves to maintain their league or even support worthwhile local charities,” Milam said.
The first bill (A-4080) would prevent the Legalized Games of Chance Control Commission from assessing civil penalties against bowling alley owners when raffles are conducted at their alleys without their knowledge.
Milam and Albano also proposed a state constitutional amendment (ACR-236) that would include bowling leagues among the groups that the Legislature can authorize to hold raffles. The state constitution only allows raffles to be conducted by bona fide veterans, charitable, educational, religious or fraternal organizations, civic and service clubs, senior citizen associations or clubs, volunteer fire companies and first-aid or rescue squads.
“In many ways, bowling leagues are no different than the Rotary Club or local VFW in their ability to bring people together and work to help their community,” said Albano. “No less than a Harvard University professor has equated the decline of American bowling leagues with a broader decline in civic participation. These leagues deserve to be recognized and protected for their good works.”
The bill and the proposed amendment have been referred to the Assembly Gaming and Tourism Committee. Sen. Jeff Van Drew has introduced identical legislation in the Senate.
