Trooper Rejects Final Plea Offer; Could Face 20 Years If Convicted

COURT HOUSE — State Trooper Robert Higbee, charged with two counts of vehicular homicide in the deaths of two Upper Township sisters, has rejected the state’s final plea offer, opting for trial.
A conviction could mean up to 20 years in prison for Higbee, instead of the 4-year concurrent terms offered in the plea agreement.
