Joint Law Enforcement Sweep Nets 29 Fugitives

CREST HAVEN — David Felmey, 37, and Julio Rojas, 47, had their moment of fame Friday, March 13.
They were among 29 fugitives, including some members of the Bloods gang, rounded up in a joint sweep, but their faces graced the podium where U.S. Marshal James Plousis, County Prosecutor Robert Taylor and Sheriff Gary Schaffer announced the captures of those wanted criminals.
That fugitive roundup was conducted during the early morning hours from March 11-13, and included elements of the Sheriff’s Department, County Prosecutor and U.S. Marshal’s Service. The Marshal’s Service was pressed into service since it has authority to cross county, state, and national boundaries.
Officials had targeted 60 fugitives in various jurisdictions. One of those fugitives had died in 2005 in Pittsburgh, according to family members.
In an afternoon press conference in the County Prosecutor’s Office here, Plousis, Taylor and Schaffer detailed their department’s part in the multi-jurisdictional sweep. They all recognized the assistance rendered by two local police agencies, Middle Township Police Department, represented by Chief Joseph Evangelista and Lower Township Police Department, represented by Chief Edward Donohue.
Rojas is a Tier 2 Megan’s Law registered sex offender. His home of record is the 500 block of Blackburn Avenue, Court House, but he was found elsewhere.
Felmey was wanted for failure to appear on narcotics charges, and was also a fugitive from Maryland. His home of record is the 2800 block of Ocean Avenue, Wildwood.
In addition to those arrested during the operation authorities seized 8.25 ounces of marijuana, 15 grams of crack cocaine one stolen .44 magnum handgun with an obliterated serial number, and $711 in currency, reported associated with the sale of illicit narcotics, officials said.
“This endeavor was undertaken to apprehend and prosecute fugitives of justice,” stated Taylor.
He said his office has had a “cooperating relationship” with the U.S. Marshal Service for several years.
That partnership has enabled the Prosecutor’s Office to apprehend fugitives from all over the country by utilizing manpower and other resources provided by the U.S. Marshal’s Service.
Over the last several years, he said, a detective from the Prosecutor’s Office was assigned to the New York-New Jersey Regional Task Force, Atlantic City U.S. Marshal’s Division to participate in the location and apprehension of Cape May County fugitives.
Using the networking resources of the Marshal’s Service has also allowed “dozens of Cape May County fugitives to be apprehended and extradited back to the county to face prosecution,” said Taylor.
Schaffer said he wanted to convey a message to those fugitives who know the law is after them, “If you are out there and are wanted we will get you. We will be looking for you on an ongoing basis. You would be better off surrendering.”
Plousis, former Cape May County sheriff, said the Marshal’s Service has its moved resources throughout the state to assist local and county law enforcement agencies to capture wanted felons.
“This is a great day for Cape May County,” he said.

Jennifer Farrell, 40, Offshore Motel, Rio Grande, contempt, bail $625.
