COURT HOUSE – A Cape May County grand jury handed up 18 indictments July 12. The abbreviation for controlled dangerous substance used below is CDS.
Kristen J. Conner a.k.a. Kristen J. Williams
In a case that involved texting while driving, Kristen J. Conner, 40, of Villas, is facing an indictment with three second-degree counts. The indictment alleges that Conner was using a cellular device while driving July 9, 2014. The single-vehicle crash that resulted killed her 11-year-old daughter.
Conner was indicted for vehicular homicide, violation of public safety laws resulting in death, and endangering the welfare of a child, all second-degree.  A second-degree offense can carry a sentence of 5 to 10 years if convicted.
Because of an unspecified conflict of interest with the Office of the Cape May County Prosecutor, the prosecution is being handled by Cumberland County. The investigation remains with Middle Township Police.
Eric M. Chester
Eric Chester, 30, of Wildwood, was indicted for possession of a CDS, third degree, and resisting arrest, fourth degree. Both buprenorphine and oxycodone were allegedly found on Chester, who attempted to flee and elude police.  At the time, Chester was also in violation of an existing probation. He has been lodged at the Cape May County Correctional Center.
Vincent A. Difilippo
Vincent Difilippo, 27, was in a drug monitoring program for a person “on bail, in custody or on probation” when he allegedly tried to defraud a drug test. He was indicted this week for the attempt to defraud the administration of a drug test, third degree.
Kathleen W. Becica
Kathleen Becica, 67, of Villas, was indicted for possession of a CDS, third degree. She was arrested April 21 allegedly with heroin in her possession.
Terrance Dore
Terrance Dore, 36, of Villas, is lodged at the Cape May County Correctional Center following his arrest in April in Lower Township. Center records show that Dore was accused of violation of the Domestic Rights Act. At the time of his arrest, he allegedly tried to flee police leading to this week’s indictment for fourth degree resisting arrest.
Mark J. Eckel
Mark Eckel, 30, of Cape May, was indicted on two counts of possession of a CDS and one count of possession with intent to distribute, all third degree. Eckel allegedly was intending to distribute heroin while also in possession of methamphetamine.
Catlin Frazen
Catlin Frazen, 23, of Woodbine, allegedly visited a Middle Township national chain retailer on various dates in March and April. The indictments claim that she stole movable property worth more than $500 in that period. She was indicted for theft, third degree.
Ismael R. Rodriquez-Soto
Ismael Rodriquez-Soto, 51, of Wildwood, allegedly entered a 2005 Jeep Grand Cherokee in May and took property valued more than $200 but less than $500. He was indicted for third-degree burglary and fourth-degree theft.
Patricia A. Gregory, Joseph T. Kelly IV
Patricia Gregory, 47, of Del Haven, and Joseph Kelly, 26, of Villas, were arrested in Wildwood May 1. They were both allegedly in possession of cocaine. Gregory also allegedly possessed heroin and methamphetamine along with a knife. The two were charged with possession of a CDS, third degree; but Gregory is further indicted on two more counts of possession as well as for third-degree possession of a weapon for unlawful purposes.
The Herald reported that Gregory was indicted April 5 for possession of a CDS and conspiracy to distribute a CDS. At that time she was the driver of a car with Malick Philippe, of Jamaica, N.Y., as a passenger. Malick was also indicted on April 5 for possession, intent, and conspiracy along with two second-degree weapons charges.
Now, Gregory was again indicted as was Philippe on an indictment separate from Gregory’s. It is recounted next.
Malick M. Philippe, Barbara Serio, Michael Gellura
On May 26, less than two months from his previous indictment on third and second-degree charges, Malick Philippe, 24, of Jamaica, N.Y., was arrested in Middle Township for alleged possession of heroin and oxycodone.
He was again indicted this week for two counts of possession of a CDS and for possession with intent to distribute heroin, each third degree. Barbara Serio, 52, and Michael Gellura, 48, both listed by police as residents of Green Creek, were both joined with Philippe in a count of third-degree conspiracy to distribute heroin.
Since May 27, Philippe has been lodged at the Cape May County Correctional Center listed as a fugitive from justice.
Donte Alston-Harris, Ashley Camburn
Donte Alston Harris, 20, and Ashley Camburn, 21, both of Rio Grande, were indicted for four counts of possession of a CDS and one count of possession with intent to distribute heroin. All counts were third degree. The drugs involved were heroin, clonazepam, alprazolam, and oxycodone.
Ramsey A. Woods
Ramsey Woods, 20, of Rio Grande, was indicted for possession of a forgery device, third degree. The indictment alleges that Woods had the equipment for “forging written instruments.”
The above individuals are only charged with the offenses and are presumed innocent until proven guilty.
