Indictments Filed Jan. 22

COURT HOUSE – A Cape May County grand jury handed up 16 indictments Jan. 22.
The abbreviation CDS below stands for controlled dangerous substance. 
A charge of “certain person not to have a weapon” can be brought against someone possessing a weapon who was previously convicted of a felony. 
The individuals listed are presumed innocent until proven guilty.
Harold E. Santiago, Isiah T. Fitzpatrick, Tracey Kluska, Harold E. Crawford, William A. Hutchinson, Rachel M. Bower, Alexander Osario, Jeanette M. Coleman, Erik I. Hernandez, Tracy J. Pierce, Julius L. Davis, Danzelle L. Wilson, George Williams, Traci D. Migliaccio, Cory Scheid, Corissa J. Williams, Dominic Damico, Josue L. Coriano, Darryl A. Youmans, Michael A. Mason, Julia A. Pierce, James M. Serrano and James E. Coleman
The 23 individuals listed were each indicted in a single 60-count indictment. The arrests were the result of “Operation Forefathers,” a large-scale narcotics investigation jointly run by the Cape May County and Atlantic County Prosecutor’s Offices and Drug Enforcement Administration (DEA).
On Sept. 11, 2018, SWAT teams from a number of law enforcement departments executed a total of 16 search warrants in Cape May and Cumberland counties.
Both Harold Santiago, 31, of Woodbine, and George Williams, 57, of Millville, face first-degree counts as leaders of a narcotics distribution network. All listed individuals share in a variety of the 60 counts in the indictment, including multiple counts of conspiracy, actual distribution, and intent to distribute a CDS, maintaining and operating a CDS production facility, weapons charges, financial facilitation of a criminal act, and possession of heroin, cocaine, methamphetamine, marijuana, and hashish. 
Four children were present in one of the residences, leading to second-degree counts for endangering the welfare of a child against Fitzpatrick, 28, and Julia Pierce, both of Woodbine. Fitzpatrick’s earlier 2009 conviction for distribution of a CDS also led to a second-degree count against him for certain person.
Jessica R. Waugh
Jessica Waugh, 31, of Cold Spring, was indicted for unlawful taking of a means of conveyance, fourth degree.
Samuel D. Vann
Samuel Vann, of Wildwood, was indicted for burglary and criminal restraint, each third degree, resulting from an incident on East Taylor Avenue in Wildwood in December 2017.
Jerry F. Shields
An indictment against Jerry Shields lists counts of second-degree sexual assault, along with two counts of third-degree endangering the welfare of a child. The indictment states that Shields used physical force to sexually assault a 17-year-old.
Joseph W. Seddon
Joseph Seddon, 46, of Court House, was indicted for the fourth-degree count of operating a motor vehicle under second license suspension.
Jessica S. Mattera
Jessica Mattera, 31, of Rio Grande, faces a five-count indictment for obtaining a CDS by fraud, attempting to obtain a CDS by fraud, possession of a CDS, oxycodone, forgery and possession with intent to distribute. All counts are in the third degree.
Carole M. Marshall
Carole Marshall was indicted on fourth-degree counts for theft, receiving stolen property, and three counts of unlawful theft of a credit card. Use of one of the stolen credit cards at a supermarket led to a third-degree count for fraudulent use of a credit card.
Christian L. Maldonado
An incident in Sea Isle City in July 2018, led to an indictment of Christian L. Maldonado on counts of first-degree aggravated sexual assault and second-degree sexual assault.
Nikki Kelly
Nikki Kelly, of Wildwood, was indicted for possession of a CDS, third degree. The CDS was methamphetamine.
Kim S. Jones, Monique R. Jones
Kim Jones, of Middle Township, was indicted for possession with intent to distribute marijuana, third degree. Monique Jones, also of Middle Township, faces a count for third-degree resisting arrest and one for fourth-degree obstructing the administration of law.
Jahqueez T. Johnson
Jahqueez Johnson, 19, of Burleigh, faces a third-degree count for resisting arrest, along with aggravated assault in the fourth degree.
Nicholas D. Grone
Nicholas Grone, 28, of Villas, was indicted for third-degree aggravated assault.
Tamara Herbert, Megan O. Kincade
Tamara Herbert and Megan Kincade, both of Wildwood, together face two third-degree counts for possession of a CDS, heroin, and possession with intent to distribute.
Charles Hildebrandt
Charles Hildebrandt, 40, of Villas, was indicted for second-degree burglary, third-degree possession of a weapon for unlawful purpose and fourth-degree unlawful possession of a weapon. The indictment states that Hildebrandt unlawfully entered a residence on East Pacific Avenue with a hammer in his possession.
Sidney B. Gary
Sidney Gary, 35, of Middle Township, was indicted for possession of a CDS, cocaine and resisting arrest, each in the third degree. He also faces a fourth-degree count for hindering apprehension.
Brett M. Bailey
Brett Bailey, of Ocean City, faces counts for third-degree burglary and forgery, along with fourth-degree unlawful taking of a credit card and attempted theft by deception.
