Indictments Filed Jan. 21

COURT HOUSE – A Cape May County grand jury handed up 11 indictments Jan. 21. 
The abbreviation CDS below stands for controlled dangerous substance.   
All individuals listed are presumed innocent unless proven guilty.
Albert M. McCarraher, 19, of North Cape May,was named in a 12-count indictment,involving the sexual assault of four underage girls. He faces one count of first-degree aggravated sexual assault, six counts of second-degree sexual assault, four counts of third-degree endangering the welfare of a child and one count of criminal restraint, third degree.
The indictment claims that, in 2018 and 2019, McCarraher used “physical force or coercion” to assault three girls, each aged 14 at the time, and one aged 11. McCarraher is lodged at the Cape May Correctional Facility, with no bail possible.
A conviction for a first-degree offense can carry a prison sentence of 10 to 20 years, while a conviction for each of the second-degree offenses carries a potential prison sentence of five to 10 years.
John Jacobus, 51, of Wildwood, was indicted for violation of parole supervision, two counts, each fourth degree, along with defrauding the administration of a drug test, third degree. Jacobus was convicted, in Cape May County, in 2002, for endangering the welfare of a child. 
Upon his release, he was placed under community supervision. In July and August 2019, Jacobus violated conditions of his supervision, which banned his use of certain substances. In November 2019, he was charged with attempting to defraud a drug test.
Jacobus was also indicted, in 2018, for violations of terms of his supervision. He is lodged at the Cape May County Correctional Facility, under a no-bail order.
Brad C. Lillemon, John G. Robison, and Derell A. Wilson were indicted separately on one count each of third-degree possession of a CDS. Lillemon, of Middle Township, and Wilson, 43, of Cape May, were in possession of heroin. The indictment of Robison, 44, of Erma, lists methamphetamine as the CDS.
Charles E. Williams was arrested, in Middle Township, Nov. 1, for attempting to elude police in a motor vehicle after he was given a clear signal to bring the vehicle to a stop. The indictment states that he ignored the risk his actions carried for the potential death or injury to other persons. The one-count indictment for eluding police is in the second degree.
George M. Flanagan and William J. Hackett were named in a five-count indictment. Hackett, of Villas, faces two counts of possession of a CDS, methamphetamine and buprenorphine, each count in the third degree. 
Flanagan, 36, of Eldora, joined Hackett on the possession of methamphetamine count, and was solely named in counts for third-degree possession with intent to distribute and second-degree distribution of a CDS within 500 feet of public property.
Victor C. Defrancesco, of Wildwood, was indicted on weapons offenses. The indictment states that Defrancesco, Dec. 25, 2019, was in possession of a kitchen knife “with a purpose to use it unlawfully.” He faces a third-degree count for possession of a weapon for unlawful purpose and a fourth-degree count for unlawful possession of a weapon.  
Amanda N. Dollar and John E. Long were indicted for possession of a CDS and conspiracy to possess a CDS, each count in the third degree. The CDS was methamphetamine.
Quinn E. Houser, of North Cape May, faces a third-degree count for failure to make required disposition. Quinn is accused of taking money belonging to a store “subject to a known legal obligation to make payment or other disposition.” Instead, he “did deal with said as his own.”
David Lambert and Timothy J. Neill were indicted for possession of a CDS, fentanyl, possession with intent to distribute and conspiracy. Each of the three counts was in the third degree.
