County Investigation Into Bloods Street Gang Results in 15 Arrests

MIDDLE TOWNSHIP- Cape May County Prosecutor Robert L. Taylor announces the conclusion of an extensive five month long, multi jurisdictional investigation into the Bloods criminal street gang of Cape May County.
In July of 2013 a shooting incident occurred in the 1100 Block of New Jersey Avenue in the Burleigh section of Middle Township. During the course of this investigation it was learned that there were other unreported shooting incidents at this residence as well as other locations throughout the county. The ensuing investigation involving members of the Cape May County Prosecutor’s Office Major Crimes Unit and the Middle Township Detective Division resulted in the arrest of several individuals to include, Isiah “Slugz” McNeal, Andre “Pooie” Moore, Malcom “X” Jones and Robert Seney for numerous offenses to include Attempted Murder, a crime of the first degree; Aggravated Assault, a crime of the second degree; Possession of a Weapon for Unlawful Purpose, a crime of the second degree and Unlawful Possession of a Weapon, a crime of the second degree. During the course of this initial investigation it was additionally learned that these shooting incidents were a result of a power struggle within two sets of the Bloods criminal street gang.
As a result of this information a multi jurisdictional investigation was initiated with the purpose of dismantling the Bloods criminal organization within Cape May County. Detectives from the Cape May County Prosecutor’s Office Major Crimes Unit and Gangs, Guns and Narcotics Task Force as well as detectives and officers from the Middle Township Police Department, North Wildwood Police Department, Wildwood Police Department, Wildwood Crest Police Department, Lower Township Police Department, Ocean City Police Department, Sea Isle City Police Department and the Cape May County Sheriff’s Department participated in the investigation.
During the course of this investigation four search and seizure warrants were served in the City of Wildwood. During a search of a residence on Poplar Avenue, in Wildwood City, a 40 Caliber handgun was recovered along with 189 bags of heroin.
Arrested during this search was Jamal Langston, 33, who was charged with weapons offenses and distribution of a controlled substance. Also arrested was Eilleen McCloskey who was charged with possession of a controlled dangerous substance.
Further information was obtained that Luis Garcia ,26, of Middle Township, was in possession of a handgun in the Wildwood Housing Authority and was proceeding to use it to retaliate against a rival gang member. Garcia was subsequently located and arrested for possession of a firearm for an unlawful purpose, unlawful possession of a handgun, resisting arrest and possession of a controlled dangerous substance.
In the predawn hours of Nov. 7, members of the Cape May County Regional SWAT Team with the assistance of officers from the aforementioned agencies again executed numerous court authorized search and arrest warrants throughout Cape May County.
The most significant of these arrests were of Charles “Hot Blood” Daniels who was determined to be the leader of the Cape May County Bloods as well as his brother and close associate Daniel “Decon” Dore.
Charles “Hot Blood” Daniels was charged with being the leader of a narcotics trafficking network, which is a crime of the 1st degree. Being the organizer of a criminal street gang, which is a crime of the 1st degree. Engaging in the distribution of controlled dangerous substances while being involved in a criminal street gang, which is a crime of the 1st degree. The distribution of a controlled dangerous substance, which is a crime of the third degree. As well as the possession of a controlled dangerous substance, which is a crime of the third degree.
Daniel “Decon” Dore was charged with being the organizer of a criminal street gang, which is a crime of the 1st degree. Engaging in the distribution of controlled dangerous substances while being involved in a criminal street gang, which is a crime of the 1st degree. The distribution of a controlled dangerous substance, which is a crime of the third degree. Possession of a controlled dangerous substance, which is a crime of the third degree. As well a distribution of a controlled dangerous substance within 500 feet of a public place, which is a crime of the second degree.
Charles “Hot Blood” Daniels and Daniel “Decon” Dore were lodged in the Cape May County Correctional Center in lieu of $500,000.00 bail set by Judge Bernard E. DeLury, Jr, Judge of the Superior Court.
In addition to Daniels and Dore, 12 other individuals and one juvenile male from Wildwood City were found to be alleged members or associates of the Bloods criminal street gang, and were arrested.

-Joshua M. Graham, 25, Millville- Conspiracy to distribute a controlled dangerous substance, a crime of the third degree.
-Margaret M. Andrews, 42, Wildwood- Possession of a controlled dangerous substance, a disorderly persons offense.
-Brittany Kane, 22, Wildwood-Conspiracy to distribute a controlled dangerous substance, a crime of the third degree.
-Tasha L. Watkins, 24, Woodbine- Conspiracy to distribute a controlled dangerous substance, a crime of the third degree.
-Niki L. Higgins, 22, Rio Grande- Conspiracy to distribute a controlled dangerous substance, a crime of the third degree.
-Amaris R. Tangree, 24, Clayton- Conspiracy to distribute a controlled dangerous substance, a crime of the third degree.
-Ernest P. McCarraher, 19, Villas- Conspiracy to distribute a controlled dangerous substance, a crime of the third degree.
-Richard W. Collins, 59, Lower Township- Conspiracy to possess a controlled dangerous substance, a crime of the third degree.
-Kimberly Jones, 21, Rio Grande- Conspiracy to distribute a controlled dangerous substance, a crime of the third degree.
-Jennifer Shaw, 21, Villas- Conspiracy to distribute a controlled dangerous substance, a crime of the third degree.
This investigation is on-going and additional arrests are expected.
