Cape May County Has Three Escaped Convicts

COURT HOUSE — According to the Department of Corrections, there are currently three escapees from the state prison system who were committed from Cape May County.
On Dec. 14, 1992, Juan Dictter escaped from Northern State Prison in Newark.
Dictter, 47, was sentenced to three years for an armed burglary in this county that took place on June 2, 1989. He was also sentenced to two five-year prison terms for dealing drugs on school property in Atlantic County in April 1989.
Charles H. Randolph escaped from a halfway house on Aug. 12, 2008. His criminal record includes drug charges, theft, contempt and absconding from parole.
Randolph, 37, was incarcerated from April 23, 2003 to April 20, 2004; from Nov. 30, 2004 to July 18, 2005; and Aug. 23, 2006 until he escaped.
Keith Allen escaped from a halfway house on May 31, 2009. Allen, 27, was sentence in January 2008 for contempt of court in Cape May County. He was also committed by Atlantic County for weapons and drug charges.
According to a Herald report from April 2007, Allen was stopped by Ocean City police for a traffic violation when he was arrested on a warrant out of Atlantic County.
