VILLAS — A concerned parent tipped off Lower Township Police Department on Oct. 5 about on-line communications that had taken place between her 12-year-old and another subject.
According to a release, that on-line conversation took place on myspace.com, and the parent learned that the child and Frank Kelley, 18, of the 200 block, Woodlawn Drive, Millville were going to meet at Mulligan Field, a recreation park in the north end of this community.
The parents located their child in the park with Kelley. After reporting that to police, officers were able to locate and spoke with Kelley.
Kelley voluntarily went to Lower Township Police Department headquarters where he met with Detective Art Mason in the early morning hours of Oct. 6.
After t talking with detectives, he was charged with aggravated sexual assault, a first-degree crime, and endangering the welfare of a child, a third-degree crime.
After processing, Kelley was remanded to county jail in lieu of $200,000 bail set by Superior Court Judge Michael Donio.
