County Teachers Meet ‘Highly Qualified’ Federal Standard

TRENTON — Of the 1,041 teachers of core academic subjects in Cape May County public schools, close to 99 percent meet the No Child Left Behind (NCLB) definition of “highly qualified.”
Only a dozen or so teachers failed to meet the highly qualified teacher (HQT) standards.
To satisfy the federal HQT definition, teachers must have a bachelor’s degree and valid state certification as well as demonstrated content expertise in the core academic subjects they teach.
No district in this county had less than 90 percent highly qualified teachers for every subject taught. The lowest total was the county Special Services District with 91 percent of its 45 teachers rated highly qualified.
Ten local districts had 100 percent of their teachers qualify in all subjects taught including Middle Township, which had all 200 of its teachers meet the federal standards.
The county’s results mirrored those found throughout the state, which also saw nearly 99 percent of its teachers deemed highly qualified.
Only 1,300 of the state’s 100,000 plus teachers surveyed failed to meet the federal HQT standards.
Last year’s survey found 95.9 percent of state teachers to be highly qualified.
According to the state, this is the fourth year states have been required to report teachers’ qualifications, and to date no state has met the federal HQT goal of 100 percent.
“The results of this year’s survey indicate that with nearly 99 percent of our teachers meeting the NCLB definition of highly qualified, we are on track to have all teachers meet the requirement,” said Commissioner of Education Lucille E. Davy. “The results also show that there is a clear commitment by schools across the state to achieve this goal.”
