You said; "It would be much smarter to hire more police, and protect the soldiers from needless risk". THESE ARE SOLDIERS! They've trained with guns, qualified with guns. THEY WERE AMBUSHED FOOL! Soldiers are trained to go to WAR, They go to Boot camp. I spent 24 years in the U.S. Army, They are more qualified than ANY Cop! I to this day still shoot weekly at 72 years old, Police DON'T do that only if they belong to a club.
