Did you ask the manager about what processing program this restaurant is using or did you just assume it is a surcharge plan? Debit cards can’t but be charged a surcharge but a cash discount plan does charge a fee a to debit (which is legal.) CC /DebitTerminals are automatically set up to a program the business chooses from their vendor. I doubt banks are going to illegally set up a terminal to make a few extra cents for establishments. Get your facts straight and pay your fee
