Three Seek Two Stone Harbor Council Seats

By Leslie Truluck

STONE HARBOR — On Nov. 3, voters will decide among incumbent Independent candidate Karl Giulian and Republican candidates Joan Kramar and Judy Davies-Dunhour for two seats on Borough Council currently held by Giulian and Councilman H. Brian Levinson.
Previously a Republican, Giulian has served five three-year terms since 1994 and has been chair of Public Works and Beach/Recreation committees. He currently serves as chair of the Administration and Finance Committee, a position he has held for several years.
Giulian has been a volunteer firefighter for 20 years, during which time he developed the children’s fire camp for fire awareness and safety. He is the president of the Stone Harbor Chamber of Commerce, in his second three-year term. He has been on the board for a total of 18 years.
Giulian served one term on Stone Harbor Board of Education before taking a seat on Borough Council.
“I think that my greatest accomplishment over my tenure as an elected official has been that I am not political,” he said. “I have no political agenda other than making the borough a better a place to live.”
Judy Davies-Dunhour grew up on 92nd Street and attended Wildwood Catholic High School before earning a Bachelor of Science degree in Criminal Justice from the University of Scranton in 1984 and a Bachelor of Arts degree in Psychology from Richard Stockton College in 1997.
She has been employed by Island Aerobics in Avalon as a certified fitness instructor and personal trainer since 2002.
She has worked as dispatcher for both the Avalon and Stone Harbor police departments. She became a summer officer, then a patrol officer before she was promoted to sergeant in 1994. Davies-Dunhour lives on 95th Street and works as manager of the Cape May County Animal Shelter and Adoption Center.
Since moving the borough, she has served several committees and volunteered in many capacities with Recreation Advisory Committee, Stone Harbor Rescue Squad and Feral Cat Committee.
“I want to see our town become one of the most talked about vacation destinations on the East Coast,” she said.
Candidate Joan Kramar visited the borough throughout her childhood and moved to the borough in 1992. Kramar volunteered as president of the Garden Club, a trustee of the Realty Owners Association (ROA) and she received the Person of the Year Award in 2008.
She is a member of the American Legion Women’s Auxiliary and has worked to enhance partnerships with the borough, ROA and the Garden Club.
“It wasn’t only just the natural beauty of the beaches, the bay, or the downtown district, but the people, the civic organizations and the sense of community pride that makes Stone Harbor such a special place,” she said.
