Salary Ordinance Changes Proposed

AVALON – Finding “some inequities that need to be addressed,” Avalon’s administration proposed changes to the borough’s salary ordinance, the first such changes since 2016.
Under Avalon’s form of government, the mayor sets the salaries for most borough employees. The exceptions are those salaries required to be fixed by Avalon Borough Council or by the mayor, with the consent of the council.
The former salary ordinance focused on ranges for appointive and elective officers of the borough, and not on the larger employee positions where the mayor fixed salaries by executive order.
The proposed “Salary Ordinance of 2020” would codify all job titles and positions in the borough, setting minimum and maximum salary ranges for each, with the exception of salaries of employees covered by collective bargaining agreements.
The mayor will exercise the same powers, with two restrictions. The mayor must act within the salary range limits set in the ordinance, and is subject to appropriations in the annual budget.
The intent is to bring consistency, clarity and flexibility to a process critical to the borough’s ability to remain competitive in hiring.
