City, Partners in Preservation Clash Over Decorations; Lease May Cease

WILDWOOD – “You can’t dictate to the city,” Mayor Ernie Troiano said Dec. 11. City Commissioners introduced an ordinance repealing the lease of Holly Beach Park to Partners in Preservation.
The mayor said he had a conversation with a member who he claimed was “out of line” and “dictatorial” in her comments. Troiano explained that the organization can’t “dictate” what can and can’t be done at the site.
“I don’t think there’s a partnership here,” the mayor said. The city leased Holly Beach Park Feb. 13.
“I did it as a favor,” Troiano clarified.
According to historical records, the park’s mini schoolhouse took shape in 1882, as a “small, one-room sales office” for the Holly Beach City Improvement Company. In 1883, Mary VanValin, 15, (daughter of the mayor) opened a school for settlers’ children. The schoolhouse was also used for church services and other gatherings.
According to Cathy Smith, president, Partners in Preservation, the schoolhouse served as the first borough hall, when Holly Beach was formally incorporated in 1885. The site became Holly Beach Park in 1939.
According to Smith, who gave an interview Dec. 13, the mini schoolhouse was on the annual Christmas tour; however, Smith claims that the city decorated the site without informing Partners in Preservation.
After a disagreement, Smith claims the city changed the locks on the schoolhouse.
“We (Partners in Preservation) were not informed,” Smith said.
Commissioners Peter Byron and Anthony Leonetti suggested meeting with Partners in Preservation, and City Administrator Carl Groon agreed.
The introduced ordinance states that the “lease of the Holly Beach Historic Schoolhouse to Partners in Preservation is hereby declared null and void.”
“It’s only a first reading,” Troiano said.
Extensive work has been carried out at the site, including repairing the fountain and planting flowers.
Smith said she hopes for a resolution.
