Sexual Assault, Witness Tampering Charges Filed Against Two Pa. Men

OCEAN CITY — On Dec. 9, Ocean City police reported the arrest of two Pennsylvania men in connection with an alleged sexual assault that took place in October and subsequent alleged witness tampering.
On Oct. 21, Ocean City Police Department received information of an alleged sexual assault that had occurred in the 800 block of Park Place.
An interview was conducted with the female Victim.
Upon completion of that interview, two search warrants were executed at a property in the 800 block of Park Place. Evidence seized in the search warrants supported information about the incident provided by the victim.
Based on the investigation, an arrest warrant was issued for Joseph E. Brill, 42, of Chalfont, Pa. The warrant was issued by Judge Richard Russell in the amount of $100,000 full cash bail.
Brill was later arrested by the Chalfont (Pa.) Boro, Police Department, and charged with sexual assault. Brill waived extradition and was turned over to the Cape May County Correctional Center.
The Ocean City Police were later contacted by the victim about an alleged attempt by a friend of Brill to have her drop the charges for a financial payment.
With the assistance of the Cape May County Prosecutors Office, evidence was gathered to file charges against, Andrew Homan, 22, of Doylestown, Pa., for witness tampering.
Homan was arrested in Pennsylvania and processed on the charges filed.
The investigation was conducted by Detective Stephen Schaffer of the Ocean City Police Department.
