Ocean City Police Catch Man with Pants Down

OCEAN CITY POLICE RELEASE:
OCEAN CITY — On June 6 at approximately 2:44 p.m., Patrolman Andrew Smith was checking on the 900 block of the beach beneath the boardwalk structure when he observed a man committing a lewd act.
During the investigation, the Officer observed the Accused (Steven Collins, 44, of Ocean City) standing below the boardwalk with his genitals exposed and masturbating.
Collins was looking up through the cracks of the boardwalk during his lewd act.
The Officer ordered the Collins to stop, at which time, he grabbed his personal items including a backpack and immediately ran from the Officer.
Collins was charged with lewdness and a warrant was authorized by Judge Richard Russell in the amount of $2,500 full cash bail. He was then transported to county jail.
“This is a perfect example of great police work. Officer Andrew Smith, a seasonal officer, is only in his first full week on the job and he did an excellent job being proactive and relaying suspect information to his supervisor, Officer Barbato and our Detectives, which culminated in an arrest,” Ocean City Police Chief Callahan said.
