Your analysis is premised on cost while downplaying other issues such as environmental. NJ is unique. It is the most densely populated state with related high number of vehicles. The objective is not cheap energy that allows society to continue in wasteful use, but rather to reduce risk, switch to cleaner energy sources, install solar (and wind if possible), and create government policy that induces citizens to become energy and environmental conscious. You imply that we should keep doing what we did before because it is cheaper
