Sounds like the LAB report that Stone Harbor requested contained information that contradicted the Council members thoughts/plans (which haven't been making good sense of their sworn duties) and now they no longer wish to pursue the recommendations of the State as suggested by their CFO. Another certified employee that the Council does not wish to engage with not listen to, hmmmmm - it's like deja Vu!
