Members Present: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Kellyann Tolomeo, James Kane, David Del Conte and Margaret Bishop.  Councilman Joseph Rullo was not present.  Also present were City Administrator Kevin Yecco, Solicitor William Kaufmann and Engineer Ralph Petrella.

A regular meeting of the North Wildwood City Council was held in the morning of the above date in the City Hall.   The President of Council stated, “The meeting is now open.   Adequate notice of this meeting has been provided by posting a copy of the revised notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on March 2, 2016.”
 
ROLL CALL: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Kellyann Tolomeo, James Kane, David Del Conte and Margaret Bishop.  Councilman Joseph Rullo was not present.  Also present were City Administrator Kevin Yecco, Solicitor William Kaufmann and Engineer Ralph Petrella.

ORDINANCES:     
ORDINANCE NO. 1704 – On a motion by Koehler, seconded by Kane, that Ordinance No. 1704 be placed on its second reading.  Carried.
The City Clerk read Ordinance No. 1704 by its title, as required by Law, known as “An Ordinance Authorizing Right-Of-Way Use Agreement With Crown Castle NG East, L.L.C. For The Installation Of Telecommunications Equipment“.   
This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.  
The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1704 and asked if anyone present had any objections to the passage of this Ordinance.  Hearing none, he then asked the City Clerk if he had received any objections in writing, the City Clerk stated none, the President of Council declared the hearing closed.
Administrator Yecco stated that Crown Castle has submitted a revised list, dated August 15, of poles that are affected by this agreement.  Jim Verna of the Engineer’s office has recommended that relief be granted for poles #3 and #8.  Engineer Petrella stated that Verna was working under the assumption that permits had been issued.  Regarding pole #9, the original location had been across the street.  Solicitor Kaufmann stated that pole
#9 needs to be removed and placed back at the original location prior to this agreement being executed.  Of the nine poles on the list, six are existing and three are proposed new locations.  The location of pole #9 needs to be reviewed.
On a motion by Koehler, seconded by Del Conte, that Ordinance No. 1704 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1704 duly adopted.

COUNCIL:
COUNCILMAN KANE thanked the Police Department and all who were involved for a great National Night Out.
COUNCILWOMAN BISHOP reminded all about the Anglesea Night Market on Thursday.
CITY CLERK JETT read the following letter of thanks received by the Police Chief:
On July 16, 2016, my son Paul DiAngelis was walking with his support person Peggy Gretz on 24th and Atlantic Ave in North Wildwood. Paul fell, injuring himself but not hospitalization. Sgt Katherine Flounders responded and filed a report (Case #16-24438). I just wanted to commend Sgt Flounders on her respond time and report. I believe that due to her report, the area is in the process of being fixed or has been repair which will prevent any other injuries from occurring.

EVERETT McCORKELL, 410 E. 13th Avenue, asked if everyone will have to change their addresses if the name of the City is changed, with the answer being no.  McCorkell stated that the sign at 13th and Surf is still squeaking when the wind blows and it is very annoying.
JAMES DIPETRILLO, owner of Coliseum Market at 1604 Boardwalk, stated that he has collected 541 signatures on a petition to NOT change the name of the City.  DiPetrillo has spent thousands of dollars on decals and shirts with the name “North Wildwood” and will suffer significant monetary loss if the City changes its name.  DiPetrillo sells approximately 4,000 t-shirts each year with the name “North Wildwood”.  The decals and shirts will go into the trash.  People already think North Wildwood is better than Wildwood but Wildwood put us on the map.  People want to disassociate themselves from Wildwood but we cannot do that because we have the same Boardwalk.  North Wildwood is becoming more and more integrated into Wildwood.  Businesses will take losses if the name is changed.  DiPetrillo will ask to be reimbursed for losses if the name is changed, up to $1 million.  What are the reasons for the change?  We need to stop this now.  The decision should not be made in the fall when everyone has gone home.  The City’s reputation will suffer.  How much will all of this cost?  Has anyone thought about studying that before putting a question on the ballot? 
MAYOR ROSENELLO stated that Administrative Assistant Ron Simone is studying the costs.  The question on the ballot in November is simply a non-binding question to gauge the sentiment of the voters.  The person that submitted the original petition to Council has agreed that a non-binding question is appropriate at this time.  He could have gathered sufficient signatures to place a binding question on the ballot. 
JAMES DIPETRILLO stated that this still does not protect his store and his interests.  This needs to be stopped now.
MAYOR ROSENELLO again explained that the petitioners could have forced a binding question this year, but instead agreed that the non-binding question would be better at present to see what the voters think. 
JAMES DIPETRILLO again stated that this process needs to be stopped now.  There are no benefits to changing the name of the City.
MAYOR ROSENELLO stated that the City government did not initiate this process.  It came about from a petition submitted by a number of residents.  The City government will not change the name of the City.  The question will only be decided by the voters, if it comes to that point.    
JAMES DIPETRILLO stated that no one knows of any benefits from changing the name.  All deeds will need to be recorded again with the new name.  All vehicles will need to be repainted.  All drivers licenses of citizens will need to be replaced.  Personal addresses, credit cards, social security numbers, they will all have to be changed. The cones that the Police Department uses for traffic will have to be repainted.  Someone should have thought of this before placing a question on the ballot.  A court injunction can stop all of this.  It makes no sense to change the name of the City when there is no benefit to it.  Does the City have money to do all this?  DiPetrillo recommended that the City accept his petition, which has five times more names than the petition to change the name.  Council must vote to stop this today.  This non-binding question on the ballot should be removed.  DiPetrillo will not take a loss in this matter and will go to Court to stop the process.
JOANN AQUILINO, 418 E. 8th Avenue, stated that she has received a letter about construction beginning soon on her street, but it will be too hectic during Irish weekend.
ENGINEER PETRELLA stated that the construction will not start until after Irish weekend.

On a motion by Koehler, seconded by Tolomeo, that there being no further business before Council, we do now adjourn.  Carried. 10:43 AM.
