A regular meeting of the North Wildwood City Council was held in the evening of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 8, 2020.”
City Clerk Jett stated: As a result of guidance provided by Governor Murphy and the State of New Jersey, in an attempt to combat the COVID-19/Coronavirus outbreak, the North Wildwood City Council meeting scheduled for Tuesday, April 7th, 2020, 5:00 p.m., including the municipal budget adoption has been moved to Zoom.us, a Cyber/Teleconference Meeting Platform. Members of the public can join the meeting by computer, phone, or tablet/smartphone. Members of the public will also still be able voice their concerns, opinions, and questions during the public comment period, after stating their name and address once the public comment period has opened. Directions on how to log on to participate in this City Council meeting have been posted on the City’s website, posted on all doors of City Hall, including the door leading to Council Chambers, emailed to all parties that have requested the agenda in electronic format, and published in the Press of Atlantic City and the Cape May County Herald.
ROLL CALL: Present electronically via the Cyber/Telephonic Meeting Platform ZOOM.US were Mayor Patrick Rosenello, Councilpersons Edwin Koehler, James Kane, David Del Conte, Kellyann Tolomeo and Joseph Rullo, Solicitor William Kaufmann, Engineer Ralph Petrella, Attorney Robert Beckelman and Auditor Leon Costello. PUBLIC HEARING FOR 2020 MUNICIPAL BUDGET:
Auditor Leon Costello explained that the budget process began a number of months ago. The budget is almost a million dollars under the spending cap and more than 675,000 under the levy cap. The surplus is more than $3,000,000. This budget marks the second year of an effort to self-fund capital projects with an eye to reducing borrowing in the future. The tax increase is 2.92 cents. 2.5 cents of that amount is for the self-funding capital plan; without that, the increase is less than half a penny.
President of Council Zampirri stated that this is the time and place for the public hearing for the 2020 Municipal Budget.
Upon hearing no comments from the public, the President of Council then asked the City Clerk if he had received any in writing with the answer none. The President of Council then asked for a motion to close the public hearing.
On a motion by Koehler, seconded by Tolomeo, that the public hearing be closed. Carried.

RE: Implementing Beach, Boardwalk, Bike Path And Seawall Access Restrictions And Implementing Restrictions On Short-Term And Transient Rentals
CITY CLERK JETT read the resolution and MAYOR ROSENELLO provided further explanation regarding the restrictions implemented by the resolution:
WHEREAS, as a result of the on-going international Covid-19/Novel Coronavirus pandemic Governor Philip Murphy has declared that there exists in New Jersey a state of emergency and a state of public health emergency and, as a result, has issued a series of Executive Orders including, but not limited to, Executive Orders 107 and 108, both adopted on March 21, 2020; and
WHEREAS, Executive Orders 107 and 108 implemented a variety of restrictions on the operation of various businesses and they implemented a variety of social distancing standards; and

WHEREAS, Executive Orders 107 and 108 also authorized the State Director of Emergency Management, who is the Superintendent of the New Jersey State Police, to adopt administrative orders to supplement the executive orders; and
WHEREAS, on March 24, 2020 the State Director of Emergency Management issued Administrative Order 2020-5 (“AO 2020-5”) which, in part, indicated that municipalities shall have the discretion to impose additional restrictions to their local beaches and boardwalks; and
WHEREAS, on April 4, 2020 the State Director of Emergency Management issued Administrative Order 2020-8 (“AO 2020-8”) which, in part, indicated that municipalities are permitted to impose restrictions on the ability of hotels, motels, guest houses, or private residences, or parts thereof, to accept new transient guests or short-term tenants after the effective date of AO 2020-8; and
WHEREAS, the Mayor and Chief of Police continually are monitoring conditions in the City of North Wildwood and have consulted with officials in neighboring municipalities regarding conditions in those communities and, as a result of and in light of the current off-season police, fire and EMS staffing levels, have made recommendations to Council regarding short-term rentals and public access to the Beach, Boardwalk, Seawall and Bike-Path; and
WHEREAS, Council deems it to be in the best interests of the health, welfare and safety of the residents of the City of North Wildwood that the recommendations of the Mayor and Chief of Police be implemented.
NOW, THEREFORE, BE IT RESOLVED, by the Members of City Council of the City of North Wildwood, in the County of Cape May and State of New Jersey, as follows:
1) All of the statements of the preamble are repeated and are incorporated herein by this reference thereto as though the same were set forth at length.
2) As authorized by AO 2020-5, the public access restrictions to the North Wildwood Beach, Boardwalk, Bike-Path and Seawall, that more particularly are set forth on Exhibit “A” annexed hereto, be and they hereby are adopted and shall be implemented accordingly.
3) As authorized by AO 2020-8, the restrictions on the ability of hotels, motels, guest houses, or private residences, or parts thereof, to accept new transient guests or short-term tenants that more particularly are set forth on Exhibit “A” annexed hereto be and they hereby are adopted and shall be implemented accordingly.
4) The Mayor and Chief of Police shall be, and they hereby are, authorized to take such measures as are necessary and appropriate to implement and enforce the provisions of this Resolution and violations of the restrictions that are set forth of Exhibit “A” annexed hereto may be enforced pursuant to the Governor’s Executive Orders, the Administrative Orders adopted thereunder and pursuant to New Jersey statutes including, but not limited to N.J.S.A. App. A:9-49 and -50.

COUNCILWOMAN TOLOMEO thanked the Mayor and all City employees for their hard work during this difficult time.
COUNCILMAN RULLO and COUNCILMAN KANE encouraged all to follow the suggested guidelines for social distancing and we will all get through this crisis.

COUNCILWOMAN BISHOP stated that an ounce of prevention is worth a pound of cure – please be careful and stay safe.
ENGINEER PETRELLA and SOLICITOR KAUFMANN encouraged all to stay safe and healthy.
MAYOR ROSENELLO reminded all that sewer bill and mercantile bill grace periods have been extended until June 30. CFO Burkey has indicated that at present the State has not authorized extension of the grace period for May 1 property tax bills. The City’s financial position allows us to extend these grace periods – some municipalities are not so lucky. Much credit is due to Leon Costello for his hard work and guidance in getting the City into such a good financial position. Short-term rentals have been banned until May 1. We are working with officials in the City of Wildwood to possibly relax some zoning regulations regarding outdoor seating for restaurants, allowing them greater flexibility during these times of social distancing rules. The City’s seasonal employees are getting ready to work and the current beach sand back pass project with Wildwood is the biggest project yet. Administrator Simone has been very busy and proactive. This truly is a difficult time but we will work through it, such as Council Meetings now being held in this electronic format to allow public access even though we cannot all be here in person.

PUBLIC:
DEB MOORE, 101 W. Spruce Avenue, thanked Mayor Rosenello and all City employees for staying calm, cool and collected during this crisis. Are there restrictions on non-year-round residents coming to the island?
MAYOR ROSENELLO stated that the Governor’s office has made it perfectly clear that local officials have no authority to close the bridges or otherwise restrict access to the island by non-year-round residents. On another note, since the Easter Son-Rise Service has been cancelled, Deb Moore has something else planned to maintain the spirit of the occasion.
DEB MOORE stated that there will be a live-stream event on Easter morning at sunrise. This is the most revered holiday of our Christian faith and we are planning an Easter message through several media sites. Blessed Easter to all.
