A regular meeting of the North Wildwood City Council was held in the evening of June 7 in the City Hall.   The President of Council stated, “The meeting is now open.   Adequate notice of this meeting has been provided by posting a copy of the revised notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 4, 2017.”
 
ROLL CALL: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Margaret Bishop, Kellyann Tolomeo, David Del Conte and Joseph Rullo.  Councilmen Edwin Koehler and James Kane were not present.  Also present were City Administrator Kevin Yecco, Solicitor William Kaufmann and Engineer Ralph Petrella.
MINUTES:   On a motion by Tolomeo, seconded by Bishop, that the minutes of the regular meeting of May 16, 2017 and the special meeting of May 26, 2017 be approved as read.  Carried.

CITY CLERK JETT read aloud the letter from the Hediger’s:
                                                                                 Dear Mayor and Council:
                                                                                             My husband has Parkinson’s Disease and cannot walk, so he uses a wheelchair.  We started coming to North Wildwood 4 years ago because of your beach transport service.  The beach wheelchairs are great, but what most people don’t realize is that it would be impossible for me to push him in his regular wheelchair up the ramps and over the dunes in order to get to the beach wheelchairs.  Your transport service is a true godsend!  I make a simple phone call, and they come in their cute little dune buggy and drive my husband from curbside, over the dunes and onto the beach where the beach wheelchairs are located!!  For the first time in years, he is able to enjoy the beach!  Words really cannot express our gratitude at this service that you provide.  We are eternally grateful to you and the wonderful drivers who are always so kind.  This service has enabled my husband to be on the beach and to see his grandchildren playing in the sand and water.  If not for your transport service from curb to beach, we would not be able to be on the beach.  So thank you all from the bottom of our hearts.

ORDINANCES:     
ORDINANCE NO. 1716 – On a motion by Rullo, seconded by Tolomeo, that Ordinance No. 1716 be placed on its second reading.  Carried.
The City Clerk read Ordinance No. 1716 by its title, as required by Law, known as “An Ordinance Regulating The Operation Of Jitneys In The City Of North Wildwood.“   
This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.  
The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1716 and asked if anyone present had any objections to the passage of this Ordinance. 
MAYOR ROSENELLO stated that the jitneys running on Seven Mile Beach and other places in the County have proposed to come into Anglesea from Stone Harbor, pick up and drop off passengers in the Entertainment District, and return to Stone Harbor.  Other routes may be possible in the future.  This ordinance sets the procedures for the jitneys to operate in the City.  The routes and the organization recognized by the City to run the jitneys will be approved by Council each year via resolution.
The President of Council then asked the City Clerk if he had received any objections in writing, the City Clerk stated none, the President of Council declared the hearing closed.
On a motion by Tolomeo, seconded by Rullo, that Ordinance No. 1716 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1716 duly adopted.

ORDINANCE NO. 1717 – On a motion by Rullo, seconded by Tolomeo, that Ordinance No. 1717 be placed on its second reading.  Carried.
The City Clerk read Ordinance No. 1717 by its title, as required by Law, known as “An Ordinance Supplementing Ordinance 993 As Codified In Chapter 282 Of The Code Of The City Of North Wildwood Regarding Littering.“   
This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.  
The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1717 and asked if anyone present had any objections to the passage of this Ordinance. 
MAYOR ROSENELLO stated that Tony Visalli of Island Ice Cream Company donated beautiful “No Littering” signs for placement in many parts of the City.  His daughter Sarah has contacted the City regarding this ordinance, to prohibit the intentional release of lighter-than-air balloons.  This ordinance is a good idea, as the balloons are bad for wildlife and the environment
SARAH VISALLI, 306 W. 1st Avenue, read the following statement in support of Ordinance No. 1717:
Hi, my name is Sarah Visalli.  I am a North Wildwood resident and an ocean enthusiast. I am really passionate about protecting the ocean, and I’d like to share some information with you about the issue.  Every year 8 million tons of plastic litter enter our oceans, threatening sea life and disrupting the fragile ecosystem.  Scientists predict that by 2050 there will be more plastic in the ocean by weight than fish.  As the amount of plastic increases, cleaning up the mess is becoming more and more challenging.  Plastic slowly photodegrades into small particles called microplastic which marine life mistake for food and can have lasting effects on the food chain.  As the last line of defense, other coastal communities all over the world are making huge strides to stop single use plastic before it reaches the ocean.  I recently heard, through the Surfrider Foundation, about towns all over New Jersey who are passing ordinances to ban mass balloon releases including Atlantic City, Margate and Longport, among others.  While it seems like a good idea, I didn’t think that it was much of an issue.  However, a few weeks ago I witnessed a group of people release over three dozen balloons on the North Wildwood beach and found dozens of plastic balloons and ribbons during a beach cleanup on Earth Day.  It is extremely important to outlaw such pointless forms of litter and to join the rest of the coastal communities in decreasing our use of single use plastic to protect our most precious resource.  Thank you.

ORDINANCE NO. 1718 – On a motion by Rullo, seconded by Del Conte, that Ordinance No. 1718 be placed on its second reading.  Carried.
The City Clerk read Ordinance No. 1718 by its title, as required by Law, known as “An Ordinance Supplementing Ordinance 1668 As Codified In Chapter 370 Of The Code Of The City Of North Wildwood Regarding The Designation Of Various Outdoor No-Smoking Areas On Public Property.“

The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1718 and asked if anyone present had any objections to the passage of this Ordinance. 
MAYOR ROSENELLO stated that the Boardwalk owners approached the City about banning smoking on the Boardwalk.  Ocean City, MD and Ocean City, NJ have already done it.  This is for cleaner air but also for safety, as dozens of small fires are started in trash cans every year from cigarette butts.  Smoking has been banned on Morey’s Piers for a number of years.  Public Address announcements are being made, explaining that the ban will take effect in 2018.  The City of Wildwood has already adopted this ordinance.
The President of Council then asked the City Clerk if he had received any objections in writing, the City Clerk stated none, the President of Council declared the hearing closed.
On a motion by Rullo, seconded by Bishop, that Ordinance No. 1718 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1718 duly adopted.

COUNCIL:

 

COUNCILWOMAN BISHOP stated that the Memorial Day ceremony was very nice.

CITY CLERK JETT stated that Anglesea Day was held on June 2, with a presentation on the Mayors of Anglesea from 1885 to 1906, and a new historical marker was unveiled at 16th & Boardwalk.

 

MAYOR ROSENELLO thanked Tony Visalli for his donation of the signs and Sarah Visalli for her input on the balloon/littering issue.  The Virginia Avenue bulkhead on Ottens Canal will be replaced this summer.  The work on Surf Avenue will be done this week.  The park at 16th & Boardwalk will be finished soon, and the installation of the beach rinse-off showers from 16th to 25th has begun.  Happy Birthday to Councilwoman Tolomeo tomorrow.
