NORTH CAPE MAY – At approximately 1:51 p.m. Feb. 2, Cape May County Dispatch received telephonic notification of a stolen commercial vehicle that was allegedly in Lower Township, according to the vehicle’s GPS tracking system.
According to a release, an initial investigation revealed the commercial truck was originally reported stolen out of Perryville, Maryland. It was described as a semi-truck, with no trailer.
Members of the Lower Township Police Department responded to the area of Town Bank and later observed the vehicle driving on Gorham Avenue, in North Cape May.
Once the registration was confirmed, Lower Township officers initiated a motor vehicle stop, at the intersection of Gorham and Holmes avenues. The driver refused to exit the commercial vehicle and would not communicate with officers on scene.
Supervisors were requested and responded to the scene. Additional assistance was received from the Cape May County Sheriff’s Office and the Cape May County Prosecutor’s Office.
Responding officers set up a safety perimeter around the location of the traffic stop. Contact was made with the driver via cellular phone, and after extended negotiations, the driver of the commercial vehicle drove away from the scene, maneuvering around police vehicles.
The driver ultimately drove north on the Garden State Parkway, and New Jersey State Police and Middle Township Police Department were notified. Due to safety concerns, the identity of the driver being known, and the ability to track the vehicle, all attempts to follow the vehicle were discontinued. Ultimately, the driver was located and arrested without further incident, in Maryland.
The driver, Ruiz Blanco Osmaro, 38, of Pembroke Pines, Florida, was charged with receiving stolen property, third degree, and obstruction, fourth degree. Charges are also pending from other agencies.
An assistant prosecutor opened the charges, and a municipal court judge authorized an arrest warrant.
