Stone Harbor Residents Declare Candidacy for Mayor and Borough Council

STONE HARBOR — Three Stone Harbor residents have teamed together and declared their candidacy for Mayor and Borough Council. Councilwoman Judith Davies-Dunhour, re-elected in 2015 for a third term on Stone Harbor Council, is seeking the office of the Mayor. Councilwoman Mantura Gallagher, selected in December to fill a vacancy on Council as a result of the death of Councilman Albert Carusi, will run to maintain that seat. Stone Harbor Board of Education Vice President Charles Krafczek is running for the first time for Borough Council. The three have formed a ticket seeking the endorsement of the Stone Harbor Regular Republican Organization.
“This ticket is comprised of a healthy cross section of the Stone Harbor community,” said Davies-Dunhour. “We can represent a variety of interests and concerns of our residents and second home owners while bringing intellectual diversity, varied experience and much needed change to Stone Harbor Borough Council.”
Candidate Backgrounds:
Councilwoman Davies-Dunhour started her seventh year on Borough Council in January of this year and presently serves as the Chair of the Public Safety Committee. Prior to this appointment, she served for six years as the Chair of the Beach, Recreation, and Tourism Committee. Davies-Dunhour retired in 2009 from the Stone Harbor Police Department at the rank of sergeant after 25 years of service. She is now the manager of the Cape May County Animal Shelter and Adoption Center. Born and raised in Avalon, she has resided in Stone Harbor since 1995 with her husband Douglas. She has a BS in Criminal Justice from the University of Scranton and a BA in Psychology from Stockton University.
Councilwoman Mantura Gallagher, a homeowner since 2011, taught Spanish and English for 31 years to seventh grade students in the Pottsville Area School District before moving permanently to Stone Harbor in 2014 with her husband Jim. No newcomer to public office, Councilwoman Gallagher was elected in 2003 to serve a four year term on the Schuylkill County Board of Commissioners (a county with 90,000 voters) and was subsequently re-elected in 2007 to serve a second term and named the first woman to chair that commission. A graduate of Pennylvania State University, and a recipient of the 2009 Penn State Alumni Achievement Award, Gallagher serves as the Chairman of the Beach, Recreation and Tourism Committee.
Charles Krafczek currently serves as Vice President of the Stone Harbor Board of Education. The father of three, Krafczek and his wife Kara made Stone Harbor their permanent home in 2006. Krafczek has a BA in Economics from Boston College and JD from the Dickinson School of Law. He is a self-employed entrepreneur and co-owner and operator of Bonnie’s Café located in Stone Harbor. He also served 4 years on the Stone Harbor Beach Patrol.
