Police Investigate Death of Homeless Man

RIO GRANDE – Middle Township Police responded to a report of a dead body located in a makeshift campsite off Satt Boulevard in Rio Grande at approximately 3 p.m. Dec. 10.  
According to a release, an investigation conducted by the department’s patrol and detective division, along with members of the Cape May County Prosecutor’s Office and the Southern Regional Medical Examiner’s Office, identified the individual as Richard Mutumba, a 50-year-old homeless man originally from Uganda, Africa. 
This investigation is still ongoing and pending toxicology results obtained from an autopsy performed Dec. 10 by the Southern Region Medical Examiner’s Office. Anyone with information is requested to contact Detective Jason Sweitzer of the department’s detective division.
