COURT HOUSE – The second phase of the New Jersey Avenue (County Road No. 621) Resurfacing Improvement project from Youngs Avenue to 26th Avenue in the City of Wildwood is slated to restart on or about Oct. 5, 2015.  This second phase involves the reconstruction of the New Jersey Avenue roadbed from Wildwood Avenue to 26th Avenue and is expected to be completed by the end of this year.  The first phase, complete in June, improved the section of New Jersey Avenue from Youngs Avenue to Wildwood Avenue.
Traffic control will be similar to the first phase of construction where initially the northbound lanes are closed to all traffic and southbound traffic is reduced to one lane.  Northbound traffic will be detoured to the adjacent parallel streets, Park Boulevard and Pacific Avenue.  Truck traffic is detoured to Park Boulevard.
The initial work in the northbound roadway involves the replacement of concrete curbs, gutter and sidewalk including the upgrading the handicap access ramps at street intersection to conform to the current American with Disabilities Act guidelines.  As the concrete construction has progresses sufficiently enough to avoid conflict with other construction operations, the pavement removal and roadway excavation will be initiated.  The existing pavement box is insufficient in strength to carry truck traffic and is being reconstructed to a depth of 15 inches. The new pavement box consists of several layers of hot mix asphalt that totals nine inches in thickness.  The northbound lanes are expected to take approximately five weeks to complete and once completed, all southbound lanes will be closed to traffic and the sequence of construction as performed in the northbound lanes will be repeated in the southbound lanes.  When the southbound lanes are closed southbound traffic is detoured to Park Boulevard and one lane is open in the northbound direction on New Jersey Avenue within the limits of construction.
In addition to the resurfacing improvements, the traffic signals within this section of New Jersey Avenue are being upgraded to be more pedestrian friendly that include the installation of countdown pedestrian displays that indicated the amount of time is available for crossing the street.
This work is being performed under a $2,592,315.00 construction contract awarded to South State, Inc., Bridgeton, NJ by the Cape May County Board of Chosen Freeholders in December 2014.  The improvements were designed by Urban Engineers, Inc in Cherry Hill, NJ and construction inspection is being performed by Pennoni Associates, Inc., Haddon Heights, NJ.  The project was approved for federal funding by South Jersey Transportation Planning Organization and authorized by the New Jersey Department of Transportation.
