Upper OKs Housing Plan

PETERSBURG – Upper Township Committee approved a needed “governing body” resolution Aug. 13 adopting its Third Round 2018 Housing Element and Fair Share Plan.
Tiffany Morrissey, the consultant on those issues, presented more details referring to her previous report noting that according to its Housing Element and Fair Share Plan, Upper Township had agreed to fund any shortfall of funds required for implementing the Fair Share Plan.
If a shortfall of anticipated revenues occurs, the township intends to bond to cover the additional costs. In the event of excess funds, any remaining funds above the amount necessary to satisfy the municipal affordable housing obligation would be used to supplement the affordability assistance program or the municipally sponsored 100 percent affordable program.
The plan (Master Plan reexamination and Housing Element/ Fair Share Plan) that the planning board approved Aug. 8 addressed how the municipality would comply with the settlement agreement with Fair Share Housing. 
There was no substantial change to zoning in the Marmora Town Center, but the township needed to remove the transfer development regulations in the ordinance. The plans and map are on the main page of the Upper Township website.
