PETERSBURG – The Upper Township Committee held its regular meeting July 11. The session opened by passing a resolution of congratulations. Nicholas Mason of the Upper Township Public Works Department submitted a winning entry in the municipality’s Safety Award program for the third quarter of 2016.
Committee passed resolutions that affect a variety of purposes related to the management of the municipality. These included renewing the campground and mobile home park licenses.
Another resolution authorized the purchase of two Heil High compaction rear loader dura pack 5000 25 cubic yard trucks for $342,823. This contract is through the National Joint Powers Alliance (NJPA) for a national cooperative contract with funds from the township’s 2016 capital improvement bond ordinance.
Also passed was a resolution that authorizes a down payment, assistance payment from the Affordable Housing Trust Fund of Upper. The amount earmarked is up to $10,000 to dedicate to down payment assistance to help low- and moderate-income households achieve the “goal of home ownership.”
The ordinance authorizes a down payment assistance payment of $5,000. The amount of $5,000 is being given as a zero-interest loan payable at the time of transfer of title of the affordable housing unit and is secured by a second mortgage and note.
This program is consistent with the provisions of the Council on Affordable Housing (COAH) known as the Fair Housing Act Administration (FHAA) of December 2008.
Committee passed an ordinance to amend the township’s land subdivision, site plan, land use administration and zoning including clarification of zoning districts that require sidewalks.
The ordinance provides that sidewalks will be provided in the following zones as designated in the zoning ordinance: Resort Residential (RR); Resort Commercial (RC); Town Center (TC); Town Center Core (TCC); and Tuckahoe Village (TV).
During the public comment portion, residents brought long-standing issues to committee to see if these could get better attention.
These included improved mobility access for handicapped beach-goers in Strathmere, dogs running loose on beaches there and the deteriorated state of the road along Mosquito Landing and into the Tuckahoe Game Preserve.
“It sounds like we can be doing a better job on these problems,” said Mayor Richard Palombo. “Thank you for continuing to bring them to our attention, and we’ll try to get them taken care of as soon as possible.”
Committee held a closed, executive session to consider a list of pending litigation items including on affordable housing and tax lien foreclosures and contract negotiations with Environmental Testing; K.D. National Force Security & Investigations and a shared service agreement with Ocean City for emergency medical and fire services in Strathmere.
