Stone Harbor Councilman Giulian Resolves State Tax Issue

By Leslie Truluck

STONE HARBOR – Councilman Karl Giulian, who is seeking reelection as an Independent in general election, said he has resolved state tax issues involving his private business, Giulian Property Management.
According to tax documents, Giulian was delinquent on his state taxes and stopped paying into FICA and FUTA trust funds from September 2001 until 2006.
Documents show Giulian Property Management owed the state about $28,000 total including interest, penalties and cost of collection on $2,700 in delinquent income tax and $14,735 in delinquent sales and use tax in January 2003.
In October 2005, he had a tax lien in the amount of $19,137.
Previously a Republican, Giulian has served five, three-year terms since 1994. He currently serves as chairmen of the Administration/Finance Committee and president of the Stone Harbor Chamber of Commerce. During his tenure he has served as chair of the Public Works and Beach/Recreation committees.
He was not endorsed by the Stone Harbor Republican Club when seeking its support in the primary.
“Myself and my company have taken inventory of financial problems. The state took appropriate measures and those matters have been resolved.
“The state of the economy has caused me to restrict services and payroll in my business. The company has had many ups and downs with primarily cash flow issues.”
He said his semi-seasonal business went through a series of restructuring and downsizing.
“I’m an example of a small business that has no power other than to pay. In light of my experience with the state, I’m more empathetic to what we impose on our taxpayers. I have had first-hand experience on both sides with how small business is subject to what the government does.
“I have a better appreciation for my power as a tax imposer, which is why I’ve voted ‘no’ on the past two budgets,” Giulian said.
“My financial matters have little impact on my decision-making on council,” he said.
