Stone Harbor Councilman Giulian Owes Over 100K in State, Federal Taxes

STONE HARBOR — A web article and Aug. 5 print edition of the Herald reported that Councilman Karl Giulian had resolved unsatisfied tax payments with the state.
Giulian told the Herald he had established a payment plan to satisfy his overdue tax payments for his private business, Giulian Property Management.
As of Aug. 20, state and federal tax documents acquired from the county Clerk’s Office indicate that Giulian Property Management has three unsatisfied Federal Tax Liens totaling $52,673.95.
In addition to overdue federal taxes, state Superior Court Law Division has several unsatisfied state warrants of execution for sales and use, corporation/business and gross income taxes including penalties and collection costs.
There are 10 unsatisfied state warrants of execution on file at the Cape May County Clerks Office that total $80,086.82. Dates range from 2003 to 2006.
Warrants of execution expire after 60 days however, an expired warrant of execution does not forgive a taxpayer from what is owed.
Records indicate that Giulian has made payments however, several remain delinquent.
The Herald reported Giulian was denied endorsement by the Stone Harbor Republican Club, when, in fact, the Cape May County Regular Republican Party, lead by David Von Savage, had denied him the ability to run as a Republican.
Former Stone Harbor Councilman Julian Miraglia, leader of the Stone Harbor chapter of the Regular Republican Party, told the Herald that Giulian had been denied endorsement and thusly so the ability to run as a Republican.
A letter to the editor in the Aug. 19 Herald by Stone Harbor Republican Club President Bob Ashman said “Giulian never approached me nor our SH Republican Club seeking our support.”
Giulian, formerly a Republican, is running for council reelection as an Independent.
Giulian serves as the chairperson of the Administration/Finance Committee and treasurer of the Stone Harbor Volunteer Fire Company.
Giulian is currently preparing a statement. Check the Herald’s Website for updated information.
In a previous interview, Giulian told the Herald that his semi-seasonal business has restructured and downsized.
“In light of my experience, I’m more empathetic to what we impose on our taxpayers. I have had first-hand experience on both sides with how small business is subject to what the government does,” Giulian said.
“I have a better appreciation for my power as a tax imposer, which is why I’ve voted ‘no’ on the past two budgets. My financial matters have little impact on my decision-making on council,” he said.
