Sheriff’s Office First in State with Iris Recognition System

SHERIFF’S OFFICE RELEASE:
COURT HOUSE — Cape May County Sheriff Gary G. Schaffer is pleased to announce that his office has received a $10,000 grant to purchase Iris Recognition Biometric Technology. This system will be multi-faceted and will be used for inmate control, a sexual assault offender registry, aiding senior citizens and children protection.
Sheriff Gary Schaffer said, “This grant award enables us to lead the way in the State of New Jersey with the implementation of this innovative technology for the citizens of Cape May County. I want to thank my staff and Undersheriff Jack Reemmer for their efforts in applying for this grant and their on-going commitment to protecting our citizens. Thanks to their efforts, we are able to implement The Child Project, Senior Net, advanced inmate security and participate in SORIS – a national sexual offender registry system.”
“Additionally, I am pleased to be joining sheriffs in 39 other states who have already implemented this remarkable technology and I am proud to be the first Sheriff and law enforcement agency in the State of New Jersey to be offering this service to the citizens of Cape May County. Truth be told, there aren’t any available funds in these difficult economic times for something like this so we are grateful for this grant,” added Sheriff Schaffer.
Peter Y. Flynn, retired Sheriff of Plymouth County, Massachusetts and Co-Founder of The Child Project and BI2 Technologies said, “We are honored that Sheriff Schaffer has taken such a leadership role in this national effort. Through the hard work and determination of the Cape May County Sheriff’s Office, they have successfully accomplished what few other elected officials have been able to – secure private funding specifically to benefit the families, children, seniors and law enforcement of Cape May County.”
Flynn continued, “The Child Project” is a secure nationwide network and registry that enables law enforcement and social service agencies to enroll, locate and positively identify missing children and adults who wander because of Alzheimer’s disease or dementia with this iris biometric recognition technology. Through this network, The Child Project compares the unique features contained in the iris against a database of individuals who voluntarily enroll throughout the country to determine identity. Participation is entirely voluntary, just as it is now with fingerprinting, photo ID and DNA.”
Sheriff Schaffer adds, “The voluntary programs along with mandatory scanning of inmates into a national data back and our participation with SORIS will enhance law enforcement capabilities in Cape May County and New Jersey. I look forward to providing this added protection.”
Iris recognition biometric technology positively determines the identity of an individual by capturing a high resolution digital photograph of the individual’s iris. The unique features contained in the iris are compared against a database and the identity of the individual determined. The technology is non-intrusive. Iris recognition is proven to have the highest biometric accuracy with no false matches to date.
Sheriff Schaffer concluded, “This technology can tell the difference between twins or even an individual’s right or left eye. The image of the iris is captured simply by looking into a camera. Eighteen to thirty positive ID’s can be made in one minute of enrolled offenders, suspects or wanted persons. I am very pleased to implement this innovative and important program. This will enhance our effort to help identify and locate missing children, as well as seniors who may wander due to Alzheimer’s disease or dementia and help law enforcement with additional investigative tools.”
This system was developed by Biometric Intelligence & Identification Technologies (BI2 Technologies) of Plymouth, Massachusetts.
