Sheriff Reports Savings, Revenues to Freeholders

CREST HAVEN — Cape May County Sheriff Gary Schaffer on Tue., Jan. 25 delivered his annual report to freeholders at their regular meeting.
The Sheriff’s Department oversees the Correctional Center, Court Security, Civil Division, and Animal Shelter.
Following are 2010 highlights of his bound report:
• In equipment, operations and management there were 15 changes made in 09′ and additional 24 changes made in 10′ at the Correctional Center and 11 made in 09′ and an additional 16 made in the Law Enforcement Section of the Sheriffs Office that resulted in continued increased efficiency and services.
• 2010 resulted in a savings of $365,309.10 in salary and wages account.
• In my first year in office we reduced overtime from $348,824.45 in 08′ to $239,718.75 in 09′ to $198,343.78 in 10′. The management team, as well as all our employees, deserves recognition for this achievement even as wages increased during this time.
• The new AIP Program consisting of Electronic Monitoring and Sheriff Labor Assistance Program saved the county $1,022,564.24 in savings and salary costs in its first full year of operations.
• The Sheriffs Office brought in $1,148,780.15 in fees for services rendered and grant programs an increase of $34,350.61 over 09′.
• The Sheriffs Office Civil Division processed $5,054,766.26 in associated costs resulting in $485,780.55 in fees and commissions.
• The Court security Unit handled 3,069 Inmates without incident.
• Sheriffs Officers transported 4,061 inmates and additional 117 inmates for medical runs without incident. They logged 61,851 out of county vehicle miles.
• Sheriffs Officers were assigned 1,176 court security assignments for four full time and seven part time judges.
• Both Sheriff and Correctional Divisions handled an additional 1,890 Video Conferencing Hearings for courts.
• K-9 handled 309 calls for service from 17 police districts with most calls for narcotics, then explosives, then accelerants.
• Officers made 2,523 checks on inmates wearing Electronic Monitoring Devices for the AIP Program.
• Officers made 9,064 Tours of the Park and Zoo handling 129,144 vehicles and 865 buses.
• There were 58 McGruff / Eddie Eagle and Crime prevention programs presented.
• Officers made 461 motor vehicle stops resulting in 288 summons and 17 arrests.
• The Correctional Center processed 3,150 inmates (+92) and released 3,157(+109). The average inmate daily count was down 25.7 inmates.
• Through better tracking and new program developed by Cpl. Keefe an additional $85,114.00 was collected through the State Criminal Alien Assistance Program.
• 10,494 inmates participated in programs at the Correctional Center.
• 8,038 family visits were processed.
• Jail records processed, verified and scanned 93,000 records and additional 80,000 medical records.
• The Animal Shelter received 1,181 animals from 15 participating towns.
• Euthanasia rate dropped consistently from 39 percent in 08′ to 13 percent in 09′ to 9 percent this year.
• Volunteers contributed 1587 hours an average of 29 hours per week saving $20,170.00 in salaries.
• Finally 21 employees from the Sheriff’s Office had perfect attendance for 2010.
