AVALON – Avalon Borough Council President James Deever prefaced the Sept. 12 council meeting’s public comment period with a statement that called for greater civility in public discourse at meetings and imposed rules governing comment.
Among the changes is a five-minute limit on comments by any member of the public addressing the governing body. The change followed a meeting two weeks earlier when a contentious exchange may have contributed to a medical emergency experienced by a borough official.
The imposition of a time limit is not part of the existing meeting procedures and order of business rules adopted by resolution in 2014. Avalon resident Martha Wright challenged the changes in a letter to new Borough Solicitor Nicole Curio. She stated that the council erred in “verbally establishing and immediately implementing” a change that requires the adoption of a resolution. Curio’s reply stated that the borough’s actions “were consistent with its established policies as well as relevant statutes and case law.”
