Property Owner Pleads Guilty to Maintaining a Nuisance

OCEAN CITY — Russell P. Pagano, 56. of this community, plead guilty on Dec. 23 to maintaining a nuisance at two rental properties he owns in Ocean City. These properties have been the subject of multiple complaints of noise, underage drinking and other disturbances for several summer months over the past few years.
Several arrests and summonses have been issued to the tenants and visitors to these properties during investigations into the complaints. Arrests have consisted of illegal narcotics, alcohol offenses, noise violations and property damage along with other incidents that affected the neighborhoods quality of life.
Most of these complaints have been a result of other residents in the area notifying the police of the unlawful activity.
Chief Callahan stated, “This continues our ZERO-TOLERANCE approach initiated in 2008 that not only targets the tenants of these nuisance properties but now holds the absentee property owner responsible for their lack of concern and actions.”
In pleading guilty, Pagano has agreed to post a $2,000 bond on each property for the next four years. Any violations will result in the forfeiture of these bonds.
Additionally Pagano was fined a total of $1500 and $50 in court costs for his guilty pleas. All leases for the properties shall be made available to the Ocean City Police upon request in writing.
This information will include; number of persons on lease, names and permanent addresses of the tenants, an agreement of the tenants not to violate any of the laws of the State or City including but not limited to noise, drugs, alcohol and disorderly conduct, All persons renting these properties will be at least 21 years of age and/or families.
