WILDWOOD ─ “Can we define who is eligible?” Commissioner Peter Byron asked March 28, regarding who will receive permission to peddle wares.
Due to “concerns,” city officials have amended the location where peddlers and hawkers may sell their wares.
In a phone interview March 30, Mayor Ernie Troiano told the Herald, “There were some concerns about people setting up shop in front of Convention Hall.”
According to Troiano, who supports veterans, he is “not a proponent” of someone selling wares in front of another place of business. Troiano explained a scene he observes when visiting Philadelphia: peddlers conducting business in front of a shop where the owner pays taxes and mercantile fees.
Troiano and fellow commissioners agree to designate Wildwood’s zone at Veterans Plaza at the corner of Burk and Ocean Avenues.
Despite misgivings, Troiano stressed his support of veterans, many of whom sell bottled water, pretzels, and other snacks around Fox Park during summer concerts.
Troiano respects their military service and provision for concert-goers.
Commissioner Peter Byron concurred with Troiano and told the Herald, “I have nothing against veterans or anybody.”
However, Byron wishes to protect commercial taxpayers.
“I’m all for vets making a living,” Byron added.
When asked how permits would be given for the single zone, Byron had no answer. Byron suggested a lottery-type system, reaffirming the “fairness” question.
Commissioner Anthony Leonetti suggested possibly adopting Cape May’s “first-come, first-serve” policy. According to Leonetti, whoever arrives first at a designated location has the right to sell there.
Troiano wondered if North Wildwood “puts their areas out to bid,” a question being researched by City Clerk Christopher Wood.
City Solicitor Mary D’Arcy Bittner conducted research, according to Byron, and found a zone for peddlers must be given. However, the city has the right to choose an area.
Troiano told the Herald he expects a degree of “negativity” in response to the decision.
“It’s where we’re (the commission) at,” Troiano said, summing up the city’s position. If problems arise, the commission will revisit the amended ordinance.
“We cannot deny them (veterans),” Troiano said. Peddlers include veterans and exempt firefighters.
