By Press Release

AVALON — Avalon Mayor Martin Pagliughi, Avalon Council President Charles Covington, and Avalon Councilman Richard Dean filed their nominating petitions to seek re-election to their respective elective offices in the May 12 municipal election in the Borough. Pagliughi, Covington, and Dean are running under the “Team Avalon 2015” banner in the non-partisan election. The mayor’s seat and two seats on Borough Council will be filled by voters; all three are four –year terms.
“It is an honor and a privilege to seek re-election in Avalon with two men who have made significant and lasting improvements to the quality of life we enjoy in the Borough”, said Pagliughi. “Chuck and Dick have worked side by side with me on a host of critical issues in Avalon through the years and our team would welcome the opportunity to continue this effort over the next four years.”
Pagliughi has served as the mayor of Avalon since 1991. Prior to his service as mayor, Pagliughi served on the Avalon Borough Council and Avalon planning and zoning boards. He also has been a longtime member of the Avalon Volunteer Fire Company and currently serves as the Director of the Cape May County Department of Emergency Management. Pagliughi has been recognized as a national leader on coastal resiliency and storm mitigation issues thanks to his proactive leadership on beach and dune protection issues in Avalon.
Dean is a lifetime resident of Cape May County, and has lived in Avalon since he was four years old. He attended Avalon Elementary School and went to Middle Township High School. Dick was elected to the Avalon Borough Council in 1987 and currently serves as Council Vice President. He has longtime service on many important committees, including Public Safety, Public Works, and Planning/Zoning. Dean has personally travelled to Washington, DC numerous times in pursuit of federal funds for various beach and dune replenishment programs in the Borough. Dean was instrumental in drafting Avalon’s bulkhead ordinance that required raising the height of our bulkheads.
Covington was first elected to the Avalon Borough Council in 1991 and currently serves as Council President. Before beginning his professional career, Covington served in the United States Army. Covington is Council’s representative on the Library Commission and chair of the Finance Committee. The successful partnership between the borough and the library is one reason why the Avalon Free Public Library is continually rated a five-star library by Library Journal. He is also active in many community organizations, including, the Helen L. Diller Vacation Home for Blind Children, the Avalon Lions Club, Avalon Seniors, and Avalon Yacht Club. Covington’s efforts in all aspects of governing have resulted in savings of hundreds of thousands of dollars for the taxpayer and one of the lowest tax rates in the state of New Jersey.
Pagliughi, Covington, and Dean have worked as a team on many issues affecting Avalon. Through their leadership, Avalon currently enjoys an AAA bond rating from Standard and Poor’s which is the highest rating of any coastal community in New Jersey. The Borough of Avalon enjoys one of the lowest local purpose tax rates in the state. Team Avalon 2015 has been responsible for many storm mitigation and zoning regulations in Avalon which translate to a 25% discount on flood insurance premiums, the highest of any coastal community in New Jersey.
