North Wildwood Adopts SID Budget

NORTH WILDWOOD ─ The brief Feb. 16 City Council meeting witnessed the declaration of North Wildwood being “under the levy cap bank” and the passage of the 2016 Wildwoods’ “SID” Budget (Special Improvement District).
According to Leon Costello of Ford-Scott Associates, city auditor, “This is the real kick-off” in relation to the financial course set by the city.
Total income for the Boardwalk SID totals $55,000, encompassing a Department of Community Affairs loan, bathroom staffing, bathroom cleaning, insurance, and boardwalk cleaning.
A hearing on the municipal budget will commence on March 15. Costello also pronounced North Wildwood as “under (the) levy cap bank” and, if the city had chosen, could legally raise more funds and would still be under the set amount.
Three communications were received and filed by council: Scott Jett’s “City Historian” annual report, designation of February 2016 as “Career and Technical Education Month” from freeholders, and a notice of a public hearing, scheduled Feb. 29, by South Jersey Gas Company.
Under appointments, Mayor Patrick Rosenello appointed an employee to North Wildwood Police Department in code enforcement.
Two ordinances came before mayor and council.
On first reading, a capital bond ordinance for various improvements throughout the city was introduced.
The second is an ordinance to “Exceed Municipal Budget Appropriation and Establish Cap Bank;” according to City Clerk Jett, the ordinance allows for “3.5 above appropriation as every year.”
Councilman Edwin Koehler, referring to discussions already held in council, joked in asking for a “detailed explanation.”
With no public comment on the SID budget, six resolutions were passed.
The first two being the SID budget and introduction of the 2016 municipal budget, the third item authorized a contract with Joseph Quattrone as “entertainment/events coordinator” for the city.
The contract amount is not to exceed $17,000.
Four individuals will be reimbursed by North Wildwood for payment to the Beach Patrol Pension Plan, and an application was authorized for the “NJEIT 2016 Street and Utility Reconstruction Program.”
According to City Administrator Kevin Yecco, the process has been “arduous.”
