VILLAS – Lower Township Council has approved its $28.19-million 2018 budget without changes after a public hearing March 19. Township Administrator James Ridgway reminded the attendees that this budget required no tax increase. The township used $3.2 million of the current $7 million-plus surplus to balance the budget. The budget increase was within the municipal budget CAP required, according to township accountant Leon Costello; he added that this year’s surplus was the largest surplus in the township’s history.
